Abstract
The goal of the Ministry of Water Resottrces and Irrigation is to implement feasible

both the rnnin system, the mesqa system anU on-farm level. The research deals with
the use of Value Engineering principles to evaluate the selection of an alternative
for mesqn improvement in Egypt. ThC study focused on two main design
aJtematives. The weighted evaluation technique was used to evaluate the
alternatives used for each mesqa, and then the result is supported by applying
Analytical Hierarchy Process.
