Change is a characteristic of the universe. The world is constantly changing, so what is new becomes old after a while, and what is appropriate now may not become appropriate at a later time. And we are in line with the general laws of nature, as the state of stillness means death, so movement and their change are among the basic features of life, and what is going on around us is only one of the links in the chain of change that broke into various fields.
First: the problem of the study and its objectives:
There are many weaknesses that exist in pre-university education institutions, coinciding with the decline in their educational role in providing help and assistance to our students in enriching their life experiences, especially in dealing consciously with modern media, communication and information technology, and students are exposed to hundreds of media messages daily, with no The availability of the basic skills necessary to deal with these means, while the responsibility for the localization of these skills rests with pre-university education institutions in addition to the family and other institutions, but there is a shortcoming on the part of these institutions in performing their educational role with the weakness of the technical infrastructure in schools, which There is an obstacle to the localization of the elements of media education, so the current study intervenes in an attempt to develop a proposed vision for the localization of media education in pre-university education institutions in the light of the best practices method.

Second: the study seeks to answer the following questions:
1- What are the elements of applying media education in pre-university education institutions in Egypt?
2- What is the reality of media education in pre-university education institutions in Egypt?
3- What are the best media education practices at the international and Arab levels?
4- What is the proposed scenario that works to localize the elements of media education in pre-university education institutions in Egypt?
Third: the objectives of the study:
The study seeks to achieve several goals, perhaps the most important of which are:
1- Identifying the elements of applying media education in pre-university education institutions in Egypt
2- Monitoring the reality of media education in pre-university education institutions
3- Benefiting from global experiences in achieving the elements of media education success
4- Developing a vision to achieve media education in educational institutions before the university
Fourth: the importance of the study:
The importance of the study can be determined in the following determinants:
Scientific importance: The importance of the study on the educational and media level is clear and crystallized as follows:
 The study is considered one of the wide research contributions that seek to disseminate the concepts of media education and try to consolidate principles within educational curricula and pre-university education institutions to avoid falling prey to modern media and its technologies in its various forms.
 The lack of studies - according to the researcher’s knowledge - that dealt with the localization of media education in different age stages that fall under the name of pre-university education in the light of the best practices method.
 The study acquires special importance, because it monitors the best international and Arab struggles in media education in an attempt to benefit from it in the localization of media education in pre-university education institutions in Egypt and to provide a number of methods, strategies and mechanisms that help in implementation.
 It meets the needs of society and the requirements of the times and keeps pace with everything new, by following modern developmental methods to upgrade pre-university education institutions in light of openness, globalization and tremendous technological progress.
 A serious attempt to deal with one of the important issues that decide the fate of peoples. People rise with knowledge, and we suffer from cracks in our educational system, and we must repair these cracks in an attempt to preserve the educational and value structure in society. I found that one of the most influencing factors on me is our view. The unilateralism of any development process that takes place in the education system in terms of focusing on quantity through deleting some courses and adding others. The harm here is not the amount of information that is added or deleted, but rather the way we deal with it.

Practical importance: where the study contributes to practical importance through the following:
 Providing students with knowledge, information, ways of thinking, its curricula and skills, and seeks to formulate their conscience and become armed with science, knowledge, thinking skills, emotional and emotional maturity, and practical and academic skills that enable them to succeed in the various paths of life.
- Preparing them to face life and its challenges in the present and the future, and providing them with the skills of conscious dealing with media content in its various forms without being affected by the technical aspects of the content or content and dealing with it in a practical way.
Fifth: the limits of the study:
 Objective limit: Localization of media education in pre-university education institutions in Egypt.
 Institutional limit: pre-university education institutions.
 The human limit: Students, teachers of educational media, mentors, and school administration officials.
Sixth: study methodology:
Considering the nature and importance of the study, the study will depend on a complex methodology consisting of:
 The descriptive approach: in order to monitor the features of the educational system provided in our schools at the stage of pre-university education and its weaknesses as a result of the absence of the concept and principles of media education in our schools that work to put students in the subject of the interacting and criticizing, and not the negative future, towards everything Media education is the process through which students realize the nature of the media - and acquire the ability to critically understand the nature of media technologies and the various effects of media messages and methods of their production. Our attempt in this monitoring is to interpret, analyze and develop the pre-university educational system. ‏
 The best practices method: which is based on analyzing the best practices applied in other countries in the field of integrating media education into formal education programs, and studying the success of each experience and the possibility of its application.
 The pre-university education system in Egypt, taking into account the circumstances of each society and the challenges it faces, and in light of its capabilities, and developing a proposed vision for the localization of media education in pre-university education institutions, and here the matter goes beyond monitoring what was and even deciding what should be.
Seventh: study terms:
 Localization.
 Media education.
 Best practice method.
The idea of the study was based on presenting a proposed vision to localize media education in pre-university education institutions in Egypt in the light of best practices, so the following steps were taken:
Chapter One:
The first chapter is considered as the introduction to the study and includes both the introduction, the problem of the study, its objectives, importance and limits, the methodology and terminology of the study, then the previous studies, leading to the steps of the study that express the organizational form of the message.
Chapter Two:
It includes the elements of localizing media education, including the concept and its historical context, importance, goals, skills, functions, challenges, requirements, characteristics, dimensions and standards of media education.
Chapter THREE
It monitors the reality of media practices within schools and their relationship to media education, the most important entrances to media education, the goals of its localization, its importance, justifications and obstacles, in order to identify the methods of its support and its reflection on society.
Chapter Four:
Monitoring the best international and Arab experiences in the field of media education and the motives for localization based on the international and Arab experiences and the motives for their localization.
Chapter five:
A study of the reality of media practices in pre-university education institutions in an attempt to monitor the needs of individuals in the field of media education and the extent to which the system is able to apply this and monitor the responses of the concerned individuals regarding resettlement.
Chapter Six:
Develop a proposed vision for the localization of media education, using the preparations of individuals, capabilities and human cadres available to develop cultural awareness of individuals, especially in dealing with media innovations.
