Today, school administration is measured by the performance of its principals, their abilities to perform their jobs and their success in performing these jobs. This is reflected in the progress of all kinds of educational institutions. Developed and developing societies have realized that having an efficient administration that is able to perform its duties and to achieve the institution objectives, is one of the most essential pillars for progress. This era witnesses a change in the nature of the problems facing the educational administration; and that change is due to an increase in the number of students, different types of education, the tremendous cognitive development and continuous improvement of curricula. All of these necessitated the introduction of new methods and techniques in the field of educational leadership, since the success of the educational system in achieving its objectives and aims or failing to achieve them depends primarily on the efficiency of the educational leadership and the ability of the human elements. Through the work of the researcher in education for nearly thirty years, he noted that today’s schools face many problems that hinder the mission of principals do their roles properly, which affects their job satisfaction. Some of these problems are related to the school building and others are related to the educational facilities relevant to improving the preparation of the teacher and training him in line with modern curricula and contemporary educational techniques. These factors reduce the principal’s desire to work and depress him, which negatively affects the educational process in general. Therefore, the research problem can be identified in the following main question: What are the requirements for achieving the quality of the professional performance of the principals of general secondary schools in Libya in light of some Contemporary global trends? from this main question, the following sub-questions can be derived:  What is the conceptual framework for the quality of professional performance?  What is the reality of administration in secondary schools in Libya?  What are the most important contemporary trends in the quality of professional performance of secondary schools principals?  What is the quality of the professional performance of the principals of the general secondary schools in Libya?  What is the proposed vision for the requirements of achieving the quality of the professional performance of secondary schools principals in Libya? Objectives of the Study:  Identifying the conceptual framework for the quality of professional performance.  Identifying the reality of the administration of secondary schools in Libya.  Identifying the most important contemporary trends in the quality of the professional performance of secondary schools principals  Identifying the quality of the professional performance of the principals of the general secondary schools in Libya  Developing a proposed vision for the requirements of achieving the quality of the professional performance of the directors of the general secondary schools in Libya. The importance of Study The importance of this study lies in the fact that it deals with of one of the important topics in the field of education, which is paying attention of the principal through the study of his job satisfaction to improve and increase his performance. The importance of this study can be determined in the following points:  Identifying the degree of job satisfaction of high school principals in Libya.  Helping school principals identify the jobs they should do to activate their roles and carry out their tasks So that they are satisfied with their work.  The importance of the study is in addressing the class of secondary schools principals as this stage is considered a pathway to the following educational stages. Furthermore, it has a great a great effect on the individual which remains with him and affects his personality.  Enriching the Arab Libyan Library with scientific studies on the subject of the quality of the professional performance of secondary schools principals The Study Methodology: The current study uses the descriptive approach, as it is the most appropriate to the nature of the study and its objectives. The Study Tools: The theoretical part: The study is based on collecting the theoretical material of the study and analyzing the Arabic and foreign readings available in the field of the study. Furthermore, it identifies some contemporary trends in the quality of the professional performance of school principals. The field part: The current study uses the questionnaire as a means of collecting data with a sample of educational leaders and principals of secondary schools in Libya. Limits of the Study: Human limits: A sample of educational leaders and principals of secondary schools in Libya Geographic limits: Some educational directorates and secondary schools in Libya. Time limits: The period of study. Subjective limits: They are the requirement to achieve the quality of the professional performance of the principals of general secondary schools in Libya in light of some contemporary world trends. Results In conclusion, the researcher believes that the quality of the professional performance of secondary school principals is an urgent need to face the challenges of the educational system and the surrounding changes, for example the quality challenge. Therefore, it is necessary for the Ministry of Education in Libya to strengthen the culture of development among the employees with the concern to identify the most appropriate means to serve this process. All workers in the educational field have to participate in this respect so that vocational training can achieve its objectives of providing secondary school principals with knowledge, skills, values and trends in the quality of education according to their roles and responsibilities. Therefore, to improve the quality of the professional performance of the principals of general secondary schools in Libya, the following procedures must be taken: First: The Ministry of Education must focus on the following procedures: • Professional development of general school principals should be a comprehensive intellectual framework for all aspects within a clear policy. • The establishment of a unified and independent authority for the quality of the professional performance of general school principals. It will also be responsible for the development of long and short term plans, and the preparation of periodic evaluation studies. • Holding international conferences and symposia on a regular basis, where the principals can gain the experiences of the pioneering countries in the field of quality performance. The latest developments in this field would be discussed in these conferences and symposia well. • Establish continuous cooperation between the Ministry of Education and other official and non-official institutions with the aim of exchanging experience in the field of human resources development and taking advantage of these institutions in the professional development of general schools principals. Second: The procedures which should be emphasized on the level of secondary schools • The professional development policy of the school principal must appear in the content of the school’s message and vision. • Preparing the school as an effective training unit in the professional development of its principals • Linking theory to practice in designing professional development programs for the school principal. Third: The procedures that should be focused on the level of secondary schools principals • General school principals must be keen on developing their own professional level through continuous reading and following-up what is new in this field and conducting research. • Secondary school principals must be keen to attend professional development programs and activities on an ongoing basis. • The ability of secondary school principals to employ the acquired knowledge and skills in the various aspects of their profession.
