Abstract

The global issues of development have highlighted the need for sustainable transportation. The existing transportation trends are not sustainable and have major global effects, such as exhausting the natural resources and producing large quantities of greenhouse gases. The excess concentration of the greenhouse gases into the atmosphere causes climate change phenomena, which threatens man and his living environment.
The thesis tries to demonstrate the role of transportation in the climate change process. It also, tries to review different views and issues in sustainable transportation. In addition, it tries to describe the concept of Strategic Environmental Assessment (SEA), its role and process, and how it is used as an earlier warning sign .for the environmental effect of different actions in transportation planning. Finally, the thesis tries to investigate the goal oriented approaches in transportation planning and versus demand-oriented approaches.
In the meantime, the thesis presents a methodology for sustainable transportation planning at national level. The proposed methodology is based on the goal-oriented approaches. It incorporates the SEA techniques within the different stages of planning. The methodology aims to help planners and decision-makers find better solutions towards a state-wide sustainable transportation. To investigate its utility as a planning tool, the methodology is applied on the national transportation system of Libya as a case study.
Within the context of this study, four different scenarios are developed assessed and evaluated. The scenarios are arranged according to the policy options and measures taken to formulate them, including the officially stated national transportation plan and national physical perspective plan for 2020. A do-nothing scenario is initially developed to check the potential effect of the existing growth trends and transport policy on the future transportation of Libya 2020. It was used as a reference scenario. The three other scenarios try to generate different views for a sustainable future of the national transportation.
The thesis reveals the benefits of using the proposed methodology. It also highlights the findings of the study to be addressed in future work.
