ims of the Study:The present study aims at: 1. To investigate the nature of the school-based management approach. 2. To explore the potential roles of school leaders as far as school-based management is concerned. 3. To analyze the status-quo of school leaders’ professional development efforts in public education schools in Egypt. 4. To make use of international experiments in the area of school-based management. 5. To propose a framework of professional development for school leaders that would activate school-based management in public education schools in Egypt. Method of the Study: The present study makes use of the descriptive method because it is more appropriate for the nature of study. Results of the Study: The present study came up with a proposed framework of professional development of school leaders for the purpose of activating school-based management in public education schools in Egypt; the framework underlies the following parameters: • Philosophy of the proposed framework • Premises and underpinnings of the proposed framework • Objectives of the proposed framework • Requirements for a conducive environment to the success of the procedures underlying the proposed framework • Aspects of the proposed framework and mechanisms for implementation • Recommendations and suggestions for activating the proposed framework Recommendations of the Study: The recommendations of the present study can be summarized as follows: 1. Each sub-system of the public education community system should be provided with administrative and organizational autonomy within its general guiding rules and policies. 2. Opportunities should be provided for taking advantage of advanced nations’ experiences in the field of professional development of school leaders; particularly nations which adopt school-based management. 3. Opportunities should be provided for taking advantage of advanced nations’ experiences in the field of professional development of school leaders; particularly nations which adopt school-based management. 4. A new educational law should be enacted, including all legislative conditions necessary for the adoption and application of school-based management. 5. Authority-delegation practices should be endorsed and incorporated in schools in ways that guarantee flexibility, democracy, and autonomy of schooling and ease the burdens of routine administrative pressures. 6. A professional development unit should be established in each school.
