Thesis Synopsis: Undoubtedly, the development of women characters, in a bid to be strong efficacious human beings capable of effectively participating in achieving the community’s advancement and development and in instituting its policies and programs, spells their political empowerment. The Thesis significance is latent in identifying the essential nature of reciprocal influences between human development programs and women’s political empowerment in two cities in Dakahlia Governorate: Mansoura and Belqas; in addition to highlighting the impediments facing women’s development and empowerment. The main points the Thesis scrutinizes are to get acquainted with the extent to which the human development programs are effective so as to promote women’s capabilities and potentials with the aim of highlighting growth rates and levels and revealing insufficiency scopes; thus contributing to specifying the standard of development programs and to what extent women can benefit from such programs as well as the influences purported to realize women’s political empowerment. The principal objective of this dissertation revolves around making acquaintance with the reciprocal influences between human development dimensions and women’s political empowerment as well as identifying the impediments that obstruct development and women’s empowerment. The Thesis is mainly based on the feminist theory as a conceptual research framework. As for the research methodology, the Thesis is mainly based on the descriptive and comparative methodologies as being the key two methodologies in Sociology. The Thesis has made use of case study as a means to collect the scientific material. Furthermore, field study has been applied as well on a specimen of participants in politics in the two cities –Mansoura and Belqas. The Study has concluded with various findings in the light of its objectives and inquiries, the most important of which are the following: - The Study has come to the rising features of human development programs that are rendered in Mansoura are more than that rendered in Belqas. - The Study Findings have unveiled that the standard of women’s political development in Mansoura City is more than that existing in Belqas as there is impressive and effective presence. - The study has uncovered the existence of positive relation between the efficacy of human development programs and women’s political empowerment - The Study has reached to an integral and intricate combination of impediments and challenges that hinders political empowerment, mainly women-related impediments as there is neither genuine desire nor political ambitions.
