Abstract

This thesis presents a proposed framework to facilitate accessing the Web for mentally challenged Arabs The proposed framework depends on extracting the website content via reading and analyzing the meta language of any Web page .Then the extracted content is presented in a format that fits the disabled user (Printed Moon code for the deafblind users, Arabic sign language (ArSL) animations for the deaf users or speech for the blind users).To analyze the meta language for any Web page authors studied and analyzed the presentation language for any Web page, the HTML, and its tags and attributes to define each tag and each attribute in meaningful words. Also they studied the Web Content Accessibility Guidelines carefully to understand the content formulation methods for each disability type .Then they stored the tags, attributes, meaning for each tag and attribute in the database to use it later in the framework.The proposed framework consists of three subsystems for the three disability types (deaf / blind - deaf - blind).It contains a detailed design view using the Unified Modeling Language (UML) for each one of the proposed subsystems dedicated for every type of disability and the implementation of each proposal separately. The thesis presents a design for a suggested language that is dedicated for the (Deafblind) Arabs which is Arabic Moon code. Also , it introduces the various steps followed by the researcher to build a system of a special students, deaf and hearing impaired Arabs and the steps to build an electronic bilingual dictionary (Arabic language- ArSL / English language – ArSL) and the steps for building an animated library for the used Arabic sign language. The thesis displays also a case study for applying the proposed system with some deaf and hearing-impaired Arab students to verify the efficiency of the system
