Abstract

Summary
Since the beginning of the twenty-first century, the world has witnessed many
changes imposed by globalization and information, which are represented in
building societies of knowledge, competitiveness, added value, intellectual
property protection, and growing opportunities for those who possess innovative
skills and capabilities, among others.
Faced with this great challenge, which has become facing the world in light of the
variables of globalization, which led to increased global competition, organizations
no longer interested in local competition only, but they had to be aware of the
danger of international competition, which necessitated that they take care of the
topic of environment and standardization and put it in the top of priorities by
developing Its institutions, upgrading its general performance and improving its
resources in order to play the desired role in light of global changes at all levels
and it must strive to achieve sustainable development.
The research objectives are as follows:
1- Increasing theoretical and field knowledge of the directors in the General
Secretariat of the Supreme Council for Planning and Development in the State of
Kuwait about total quality environmental management.
2- Increasing theoretical and field knowledge of the managers in the General
Secretariat of the Supreme Council for Planning and Development in the State of
Kuwait on sustainable development.
3- Determine the availability of the requirements for applying total quality
management in the General Secretariat of the Supreme Council for Planning and
Development in the State of Kuwait.

4- Knowing the obstacles facing the General Secretariat of the Supreme Council
for Planning and Development in the State of Kuwait when applying the principles
of total quality management.
5- Determining the nature of the correlation and impact relations between the
requirements of total quality management for the environment and sustainable
development in the general secretariat of the Supreme Council for Planning and
Development in the State of Kuwait.
First: the most important results of the study
- The third dimension: taking decisions got the first rank with a relative weight of
(77.00%), and the first dimension: continuous improvement got the second
position with a relative weight of (76.880%).
The second dimension: administrative leadership with the full participation of
workers at the third rank with a relative weight of (74.95%), while the fourth
dimension: education and training got the fourth rank with a relative weight of
(68.37%) while the overall degree of the questionnaire as a whole obtained a
relative weight (74.13%) ).
- There are no statistically significant differences at the level of significance
between (0.005 α α) average degrees of estimates of the sample individuals about
the role of requirements for total quality management of the environment in
promoting sustainable development. An applied study on the Supreme Council for
Planning and Development from the point of view of workers attributed to the
gender variable (male - Female).
- There are no statistically significant differences at the level of significance ((α ≤
0.05 between the mean scores of the sample’s estimates of the role of the
requirements of total quality environment management in promoting sustainable
development) An applied study on the Supreme Council for Planning and
Development from their point of view attributed to the variable of training courses

(sustainable development cycle, Quality management course, improvement and
follow-up course, leadership and effective participation course, human resources
management course, public policy and media course)
There are no statistically significant differences at the level of significance ((α ≤
0.05) between the mean scores of the sample population estimates on the role of
the requirements of total quality management of the environment in promoting
sustainable development from their point of view attributable to the variable of
scientific qualification
- There are no statistically significant differences at the level of significance α ≤
0.05 between the averages of the degrees of estimates of the sample individuals,
the role of the requirements of total quality management of the environment in
promoting sustainable development from the point of view of workers for less than
5 years, more than 10 years.
Adequacy of administrative data that contribute to the requirements of total quality
management of the environment (independently) to promote sustainable
development (continued) in the Supreme Council for Planning and Development
from the viewpoint of workers in the sections of the Council for Human and Urban
Development, economic development, public policies and information, follow-up
and evaluation of performance
- There was a positive correlation between the requirements of total quality
management of the environment combined and sustainable development in the
Supreme Council for Planning and Development, as the increased interest of the
Supreme Council for Planning and Development in the requirements of total
quality management of the environment combined has contributed to the
promotion of sustainable development, which includes the idea that the Council
seeks Higher planning and development towards environmental protection can
promote and support sustainable development.

- There was a positive correlation between each requirement of total quality
management of the environment
Individually and sustainable development in the Supreme Council for Planning and
Development, the increased interest of the Supreme Council for Planning and
Development in every requirement has contributed to the promotion of sustainable
development through the administration’s commitment to improving performance,
environmental quality and environmental protection from pollution
Achieve a positive moral effect of the requirements of total quality management
combined with sustainable development in the Supreme Council for Planning and
Development
- Achieve a positive moral effect for each of the requirements of total quality
management of the environment and individually on sustainable development in
the Supreme Council for Planning and Development.
- The results reached in the body of the research contributed to a final conclusion:
The research hypotheses are fulfilled in the Supreme Council for Planning and
Development
Second: Study recommendations
- The Supreme Council for Planning and Development should set a set of controls
to regulate the requirements of comprehensive quality management of the
environment, by setting mandatory rules or legislative laws or by paying attention
to issuing legislations and laws binding on beneficiaries by referring to the council
in everything related to planning and sustainable development.
- The necessity of linking the Supreme Council for Planning and Development
with economic institutions to develop research in this area and adopting the
institution’s strategy as a basis for adopting sustainable development;
- The necessity of applying economic methods and models that help to improve the
overall quality in economic institutions;
