الملخص:
هدفت هذه الدراسة إلى: - رصد معالجة الدراما التليفزيونية لقضايا الفساد وكيفية تجسيدها لهذا النوع من القضايا لمعالجتها إعلاميًا، وأيضًا تحديد ما هي أبرز قضايا الفساد المنتشرة، والتي ركزت عليها من حيث ترتيبها في الانتشار وخطورة تأثيرها. وأيضًا توضيح مدى خطورة ظاهرة الفساد وتفاقمها وتأثيراتها المختلفة على كافة جوانب المجتمع، ومن ثم توضيح الدور الذي تقوم به أجهزة الدولة المختصة بمكافحة ظاهرة الفساد، من حيث الجهود المبذولة والاستراتيجيات التي وضعت من قبل الدولة. ورصد وتحليل أوجه التشابه والاختلاف في معالجة الدراما التليفزيونية لقضايا الفساد التي تقدمها، والقضايا الموجودة في الواقع مع تحديد الأسباب الداخلية والخارجية لطبيعة هذه القضايا. ومن ثم اعتمدت الدراسة في منهجها على منهج المسحالإعلامي لكونه من أنسب المناهج للدراسات الإعلامية، وأيضًا تم استخدام المنهج الوصفي التحليلي، واعتمدت الدراسة على صحيفة تحليل المضمون وذلك لتحليل مضمون منتظم ودقيق لعينة من المسلسلات التي تناولت قضايا الفساد. وتمثلت عينة الدراسة في عمل مسح شامل لكافة المسلسلات التليفزيونية التي اهتمت برصد قضايا الفساد خلال الموسم الرمضاني، وتم اختيار العينة المناسبة للتحليل والأكثر تطرقًا لأشكال الفساد في فترة الدراسة من عام (2016 - 2020).
أهم النتائج التي توصلت إليها الدراسة:
(1)- اتضح مدى تركيز الدراما التليفزيونية على أهم قضايا الفساد الموجودة في المجتمع،والمسئول عنارتكابها، وأيضًا على أهم الجهات الرقابية التي كان لها دورًا فعالاً في مواجهة الفساد والتصدي له والتي تمثلت في (أمن الدولة - الأمن القومي - الأمن الوطني - الرقابة الإدارية) حيث كانت هذه الجهات الرقابية هي المسئولة في الدولة عن محاربة الفساد، والكشف عن مرتكبيه والقائمين عليه، بغض النظر عن سلطتهم.
(2)- تبين مدى خطورة قضايا الفساد التي أصبحت تطيح كافة جوانب المجتمع الاجتماعية والسياسية والاقتصادية وتترك آثارها السلبية عليه، حيث تبين أن آثار الفساد على (الناحية الاجتماعية) تمثلت في: التعدي على حقوق الأفراد في المجتمع وعدم المساواة بينهم، مما يؤدي إلى الاحتقان الاجتماعي، وزيادة الكراهية، وعدم تكافؤ الفرص، وترتب على ذلك انتشار الفقر والبطالة، وعدم تحقيق العدالة الاجتماعية. بينما كانت آثاره واضحة على (الناحية السياسية) أيضًا حيث تجلى ذلك بوضوح في ضعف الهيئات السياسية القائمة، والجهات الرقابية، وعجز النظام السياسي مما يؤدي إلى قيام الثورات وانعدام الأمن والاستقرار في المجتمع.
أما من (الناحية الاقتصادية)فقد تمثلت في إعاقة النمو الاقتصادي، وإهدار أموال الدولة، وضياع العديد من فرص الاستثمارات الأجنبية على الدولة، وبالتالي حدوث الأزمات الاقتصادية التي تعوق تحقيق التنمية المستدامة.
(3) - تبين مدى تطور إنتاج المحتوى الدرامي وخاصة بعد تشكيل المجلس الأعلى للإعلام، وبالتحديد لجنة الرقابة على الدراما التليفزيونية، حيث كان لها تأثيرًا واضحًا من حيث قربها للواقع الاجتماعي، ودراسة قضاياه ومعايشة مشكلاته، ومدى قربها ومصداقيتها للجمهور.
(4) - تنوعت أساليب المعالجة الدرامية لقضايا الفساد، حيث جاءت الدعوة لمقاومته والتصدي له في الترتيب الأول، ويليه في الترتيب الثاني الاكتفاء بعرض القضية فقط، وجاء في الترتيب الثالث والأخر تقديم الحلول المناسبة لقضايا الفساد.
- التوصيات
(1) -إجراء دراسات حول التطورات التي حدثت في الدراما التليفزيونية، ومدى اهتمام وزارة الثقافة والمجلس الأعلى للإعلام، وخاصة بعد إنشاء اللجنة الرقابية الخاصة بالمحتوى الدرامي.
(2) - تسليط الضوء على الدراما التليفزيونية كوسيلة هامة من أهم وسائل الاتصال تعمل على التطرق إلى أهم القضايا المجتمعية التي يعاني منها المجتمع، وذلك لتجسديها وعرضها للجمهور من أجل التوعية بخطورة تلك القضايا، وأيضًا كيفية التعامل معها، وتقدم الحلول الكافية للجمهور.
(3)- ضرورة اهتمام صناع الدراما بزيادة الأعمال الدرامية التي تعرض كافة جرائم الفساد، وتسلط الضوء عليها وتنقل للجمهور أبعادها المختلفة وآثارها السلبية على المجتمع، لزيادة الوعي الثقافي لديه.
(4) - إجراء المزيد من الدراسات والأبحاث عن الدراما التليفزيونية وكيفية تناولها لقضايا الفساد من زوايا مختلفة، وذلك لكونها وسيلة إعلامية لها دورًا هامًا ومؤثرًا لدى أفراد المجتمع.
(5) - ضرورة عمل دورات وندوات ومؤتمرات بشكل دوري للتوعية بخطورة الفساد، وكيفية التعامل معه، والإبلاغ عن أي نوع من قضايا الفساد التي تحدث في المجتمع.
ABSTRACT
ABSTRACT
This current study drives at monitoring the treatment of corruption issues through television dramas and how they do embody this type of issues in order to deal with them in the media. The study also aims to determine the most prominent widespread corruption issues, the study has focused on in terms of their order of spread and their serious impact. It also clarifies the extent of the seriousness of the phenomenon of corruption, its aggravation and its various effects on all aspects of society; clarifying as well, the role played by the competent State agencies in combating the phenomenon of corruption, in terms of the exerted efforts and the developed strategies by the state. It also monitors and analyzes the similarities and dissimilarities in the treatment of corruption issues presented by television dramas, discussing as well, the issues that exist in reality, while identifying the internal and external reasons for the nature of these issues. Hence, the study relies in its approach on the media survey approach, as it is considered one of the most appropriate approaches for media studies. The analytical descriptive approach is also used. The study relies on the content analysis form in order to analyze the systematic and accurate content of a sample of soap operas that deal with corruption issues. The sample of the study is represented in conducting a comprehensive survey of allTV series that focused on monitoring corruption issues during the Ramadan season during the study period from (2016 - 2020).
Study Results:
The most important findings of the study are as follows:
1) It has become clear to what extent the TV drama has focused on the most important issues of corruption in society, and those responsible for committing them, as well as on the most important oversight bodies that have an effective role in confronting and addressing corruption, which is represented in (State Security - National Security - Administrative oversight), where these oversight bodies are responsible in the state for fighting corruption, detecting its perpetrators and those in charge of it, regardless of their authority.
The study results show the seriousness of corruption issues that have become overthrowing all social, political and economic aspects of society and leaving their negative effects on it. It has been found that the effects of corruption on the (social aspect) are represented in: the infringement of the rights of individuals in society and the inequality between them, which leads to social congestion, increased hatred, leading in turn to unequal opportunities, and consequent spread of poverty and unemployment, and the failure to achieve social justice. Moreover, the effects have been clear on (the political aspect) as well, as this isclearly evident in the weakness of the existing political bodies, the oversight bodies, and the inability of the political system, which has led to revolutions and lack of security and stability in society. As for the (economical aspect), it is represented in impeding economic growth, wasting state funds, and missing many foreign investment opportunities for the state, and thus, the occurrence of economic crises that impede the achievement of sustainable development.
3) The results show the extent of the development of dramatic content production, especially, after the formation of the Supreme Media Council, specifically, the TV Drama Oversight Committee, as it has a clear impact in terms of its closeness to social reality, studying its issues and experiencing its problems, and its closeness and credibility to the public.
4) The methods of dramatic treatment of corruption issues are varied, as the call to resist and confront them come in the first order, followed by in the second order the sufficiency of presenting the case only, and in the third and last order comes the provision of appropriate solutions to corruption issues.
Study Recommendations:
1. Conducting studies on the developments that have taken place in television drama, and the extent of interest of theMinistry of Culture and the Supreme Media Council, especially after the establishment of the Oversight Committee for Dramatic Content.
2. Shedding light on television drama as an important means of communication that works to address the most important societal issues that society suffers from, in order to embody them and present them to the public in order to raise awareness of the seriousness of these issues, as well as, how to deal with them, and provide adequate solutions to the public.
3. The need for drama makers to pay more attention to dramas that show all corruption crimes, shedding light on them, and convey to the public their different dimensions and their negative effects on society, in order to increase their cultural awareness.
4. Conducting more studies and research on television drama and how it deals with corruption issues from different angles and perspectives, as it is a media that has an important and influential role for members of society.
5. The need to hold courses, seminars and conferences periodically to raise awareness of the seriousness of corruption, how to deal with it, and to report any kind of corruption cases that occur in society.
