SUMMARYIntroduction and research problem:Management has become a rapidly developing field of scientific knowledge and professional activity, as the ”administrative revolution” that broke out in developed countries during the forties was one of the new issues in the twentieth century that attracted wider attention.
Both ”Kamal Darwish and Ismail Hamed” (2005 AD) mention that management has become in this era one of the pillars of progress. There is no discovery, change or achievement except by analyzing its causes. We find that management pushes it and stands behind its existence, as any attempt to bring about economic or social development may need It requires capital and requires advanced technological equipment and methods that use scientific methods in planning, organizing, directing and controlling in order to achieve the optimal use of available resources and raise productive efficiency to its limits.
Issam Abdel-Wahhab Al-Dabbagh (2015) indicated that evaluation is one of the most important variables that directly affect the administrative process, because it measures the extent of proximity or distance from the goals set in a scientific manner that is characterized by continuity, flexibility, comprehensiveness, and accuracy. Matching the work that has been accomplished, as well as studying the effects that occur as a result of the intervention of some factors and circumstances that contributed to achieving the goals, as well as identifying the problems and obstacles that impede or prevent the achievement of the goals, then trying to overcome the problems and developing appropriate solutions for them.
Sports projects, such as the Sports for All projects, which include (the National Project for Women’s Sports - the National Project for the Disabled - the National Project for Pioneers), which are implemented by the Ministry of Youth and Sports, are among the important projects that must evaluate the services provided by these projects to the community, which ensures the success of their implementation. It is also necessary to identify those responsible for the evaluation process for these projects, what are their terms of reference, and the extent of the powers granted to them, as these projects, which are implemented by the Ministry of Youth and Sports, are part of the general strategy for the advancement of youth and sports in Egypt, which works to provide opportunities for integrated growth, and to improve the health and psychological level of youth and youth. , Through sports, social and cultural activities through sports activities for all.
Executing some national projects without studying them and conducting evaluation processes for the steps to study them is very important in order not to waste economic resources. Evaluation processes also contribute to achieving the optimal allocation of economic resources at the national level by preparing the necessary evaluation plans given that the selection of projects of public benefit is by the state. It requires a method to help compare these projects through a set of criteria provided by the evaluation processes. These plans also determine the relationship of the project under study with other projects to ensure the consistency of the objectives specified in the development plan.
And through the work of the researcher as an assistant director of the Directorate of Youth and Sports for Sports Affairs in Sharkia Governorate, the need to evaluate the national project plan implemented by the Ministry of Youth and Sports in the governorate, which is supervised by the Directorate of Youth and Sports in Sharkia, so that the strengths and weaknesses in the implementation of the project become clear and then can be evaluated.
The importance of the study is evident from the fact that it will carry out an evaluation process for the project plan, which is managed through the directorates of youth and sports in the governorates, by defining the objectives of these projects and the time plans for the programs in order to reach the desired goals of the projects with the best possible efficiency and level, which requires conducting the current study under the title ”Evaluation National Projects Plan for the Ministry of Youth and Sports in Sharkia Governorate.
Research goal:
The research aims to evaluate the national project plan for the Ministry of Youth and Sports in Sharkia Governorate by identifying:
1- The actual reality of the administrative aspect of the national project plan for the Ministry of Youth and Sports.
2- The actual reality of the technical aspect of the national project plan of the Ministry of Youth and Sports.
3- The actual reality of the financing aspect of the national project plan of the Ministry of Youth and Sports.
4- The actual reality of the marketing aspect of the national project plan of the Ministry of Youth and Sports.
Research questions:
In light of the research objective, the researcher tries to answer the following questions:
1- What is the actual reality of the administrative aspect of the national project plan of the Ministry of Youth and Sports?
2- What is the actual reality of the technical aspect of the national project plan of the Ministry of Youth and Sports?
3- What is the actual reality of the financing aspect of the national project plan for the Ministry of Youth and Sports?
4- What is the actual reality of the marketing aspect of the national project plan of the Ministry of Youth and Sports?
Search terms:

“Evaluation” is defined as “judging a group of things, subjects, or people in the light of a set of criteria, criteria, or levels, and it includes diagnosis, treatment, and prevention.”
2- National projects for the Ministry of Youth and Sports
According to the Egyptian constitution, Article (84), practicing sports is a right for everyone, and the state and society institutions must discover the talented athletes and take care of them and take the necessary measures to encourage the practice of sports. from this standpoint, the Ministry of Youth and Sports has taken the necessary measures to implement the constitution and has implemented a number of national projects that help to practice sports Its implementation is supervised by the Central Administration for Sports Development at the Ministry of Youth and Sports, in coordination with the Directorates of Youth and Sports in the governorates.
Research procedures:
First: the research methodology.
The researcher used the descriptive approach (survey study) due to its suitability to the nature of this research.
Second: the research community and sample:
The research community included (317) representing all those responsible for the Directorate of Youth and Sports in Sharkia Governorate. The research sample was chosen intentionally from the following categories (Deputy Minister - Director General of Administration for the Grassroots - All specialists in the General Administration of the Grassroots - Assistant Minister for Sports Development - Assistant Minister for Sports Development - Director of the Sports Performance Department - Specialists in the General Administration of Sports in Sharkia - Project Administrators at headquarters Implementation - project trainers - members of the National Project for Pioneers - members of the National Project for Women - members of the National Project for the Disabled) (128) in strength. (24) individuals were withdrawn for the survey study, so that the basic research sample became (104) individuals.
Third: Data collection tools.
The researcher’s tools that the researcher used to carry out the research and collect data and information related to this research were divided as follows:
1- Documents and records:
The researcher reviewed the documents, regulations, and administrative records available in the Directorate of Youth and Sports in Sharkia, as well as the regulations related to the national project plan in the governorate, the tasks of the senior, middle, and executive management, and the executive plans recorded in the work guide for the project.
2- The personal interview:
The researcher used the personal interview as a tool for collecting data and information in the research, by conducting several personal interviews with experts in the field of sports management, and the interview revolved around many points related to the subject of the research, as it included a set of questions that are flexible in order to create a style from a verbal dialogue with the experts in order to get acquainted with their opinions and suggestions on the axes of the questionnaire to evaluate the national projects plan of the Ministry of Youth and Sports in Sharkia Governorate. The researcher recorded all the opinions and observations to benefit from them.
3- Questionnaire:
The researcher used a questionnaire form to evaluate the national project plan of the Ministry of Youth and Sports in Sharkia Governorate (prepared by the researcher).
The researcher identified the axes and phrases that fall under each axe, and they were presented to the experts for approval of the axes and phrases.
The first axis: the administrative aspect: the number of its phrases (28 phrases)
The second axis: the technical aspect: the number of its phrases (15 phrases)
The third axis: the financing aspect: the number of its phrases (10 phrases)
The fourth axis: the marketing aspect: the number of its phrases (11 phrases).
The researcher found the scientific parameters (truthfulness-reliability) of the questionnaire before applying it to the research sample members, by conducting an exploratory study, by conducting an interview with some workers in the National Pioneers Project. To implement the project, in addition to conducting a exploratory study to apply scientific transactions to the questionnaire.
Fourth: Basic Study:
The researcher applied the questionnaire form in its final form to the members of the basic research sample during the period from 7/2022 to 10/2022, then this was followed by emptying the collected data in the forms prepared for this purpose in preparation for processing the data statistically.
Fifth: Statistical treatments:
The researcher used the statistical program package for social sciences (SPSS), which includes the following treatments:
- SMA .
- standard deviation .
- percentage .
- Correlation coefficient.
- Cronbach’s alpha coefficient.
- Ca2 test. This is at the level of significance of 0.05.
Conclusions and recommendations:
First: Conclusions:
In light of the objectives and questions of the study, the researcher reached the following conclusions:
1- The actual reality of the administrative side of the plan for the national project for women’s sports.
The national projects aim to spread sports culture among practitioners.
- The national projects programs work to expand the base of practitioners.
- There is a clear strategic plan for national projects in the Ministry of Youth and Sports.
The practice times within the national projects are suitable for all practitioners.
- There is a timetable for the implementation of project activities that all practitioners can familiarize themselves with.
There is a specific organizational structure for national projects.
- The organizational structure of national projects includes the various specializations that are commensurate with achieving the goals set by the ministry.
2- The actual reality of the technical aspect of the national project plan for the Ministry of Youth and Sports in Sharkia Governorate:
- The national projects program helps to maintain physical fitness to practice a normal life
- National projects help invest the leisure time of practitioners.
The best practitioners of national projects are selected to represent each governorate in the ongoing meetings between the different centers.
The programs that are implemented in the national projects were developed by a group of specialists.
- There is supervision over the implementation of all the different programs in the national projects.
- Supervisors are characterized by human skills in their dealings with practitioners of the national project for women’s sports.
3- The actual reality of the financing aspect of the national project plan for the Ministry of Youth and Sports in Sharkia Governorate:
- Qualified trainers for national projects are provided and they carry out project-related training.
- There is a doctor who periodically checks the practitioners.
- A uniform sports uniform is distributed to the project practitioners.
- There is a sufficient number of private establishments, suitable for training practitioners in projects, and serving a high population density.
- The necessary capabilities are available in terms of (playground, tools and equipment).
- Financial budgets are available to provide tools and equip stadiums for national projects.
4- The actual reality of the marketing aspect of the national project plan for women’s sports
- There are no specific programs for marketing the services provided by the national projects.
- No brochures and posters for national projects are printed.
- No marketing campaigns are organized to attract companies and businessmen interested in investing and obtaining sponsorship and marketing for national projects.
- There is no interest in marketing advertising rights within the national projects.
- There is no agreement with some companies to supply national projects with what they need of ”clothes and training tools...” in return for advertising for them that is placed on those needs.
Second: Recommendations:
In light of the conclusions of the study, the researcher recommends the following:
1- There must be clear objectives for the national projects of the Ministry of Youth and Sports since the beginning of project implementation, and practitioners participate in setting them.
2- There must be special instructions for sponsoring all practitioners of activities within the national projects of the Ministry of Youth and Sports.
3- A special list and a printed guide for the national projects of the Ministry of Youth and Sports shall be drawn up that each participant can familiarize themselves with.
4- There must be clear procedures for announcing the national project plan for the Ministry of Youth and Sports in detail.
5- The procedures followed in the national projects of the Ministry of Youth and Sports do not agree with the established regulations.
6- Clear, defined and previously announced bases for performance appraisal must be established.
7- There must be oversight to ensure that the financial appropriations are spent on what they were allocated for.
8- Those in charge of the project must prepare records for the trainers to measure the physical level, health status and everything related to the practitioners.
9- The activities specified in the content of the program must be sufficient to attract the largest number of practitioners to participate in the national projects of the Ministry of Youth and Sports.
10- Records must be made to follow up the practitioners and know their health and physical condition.
11- The Ministry of Youth and Sports should seek the assistance of legal specialists to issue the regulations governing the process of national projects for the Ministry of Youth and Sports.
SUMMARY
Evaluation of the National Projects Plan for the Ministry of Youth and Sports n Sharkia Governorate

The researcher carried out this study with the aim of evaluating the national project plan for the Ministry of Youth and Sports in Sharkia Governorate by identifying the actual reality of the administrative side, the technical side, the financing side, and the marketing side of the national project plan for the Ministry of Youth and Sports in Sharkia Governorate, and preparing a proposal for evaluation, and the researcher used the descriptive approach (survey method ), and the research community included (317) individuals, and the research sample was chosen by the intentional random method from those in charge of national projects in the Ministry of Youth and Sports and the Directorate of Youth and Sports in Sharkia and it consisted of (128), and the number of (24) individuals was withdrawn for the exploratory study to become the basic research sample (104 ) individually,The researcher used the questionnaire to collect data. The most important results were the absence of clear goals for the projects since the beginning of the project, the lack of follow-up records of the health status of practitioners, the absence of regulations for determining rewards and incentives for members and those in charge of the projects, and the absence of specific programs to market the services provided by the national projects.
