The role of civil society organizations in laying the foundations for democracy
In this research, I studied and analyzed the topic:
”The Role of Civil Society Organizations in Laying the Rules of Democracy”
The research aims to shed light on the understanding of the legal nature of the roles that civil society organizations enjoy in the democratic system, And the need to highlight the foundations and principles through which the relationship of civil society organizations has developed in defending constitutionally established rights and freedoms.
Through the study, we aim to demonstrate the effectiveness of the practical role of the civil society sector at the level of general democratic policies and measures, especially in light of the developments that the concept of civil society has known in recent years and its qualitative emergence as an active and essential sector on the level of many issues of public interest in society,
The research derives its importance in view of this vital and effective role played by the civil society sector at the level of contemporary policies and measures to protect and establish the foundations of democracy. This sector - civil society - as an actor and a key partner in the implementation and success of its various policies and strategies related to the field of public interest, including the field of protecting and establishing the rules of democracy and human rights in particular.
It has used the descriptive analytical method and the comparative method at the international and internal levels.
The study was divided into two chapters and an introductory chapter. In the introductory chapter, it dealt with the nature of civil society and the legal development of the human relationship with the democratic system.:
As for the first chapter, I talked about the gradual contribution of civil society to defending the rules of democracy
By presenting the first chapter on the factors of developing the role of civil society in achieving the public good, and by presenting the second chapter to talk about the power of civil society’s influence in defending the rules of democracy
As for the second chapter, I dealt with a statement: the practical mechanisms for the contribution of civil society to establishing the foundations of democracy
The first of it was devoted to explaining the nature of the democratic establishment, and the second to explain the role of civil society as a key actor in establishing the foundations of democracy. The third shows the role of civil society as a pressure and mobilization force in favor of democratic issues.
I conclude this study with a conclusion in which I address the principles I have reached which, from the researcher’s point of view, constitute a basis for developing the role of civil society organizations in establishing the rules of democracy.
 Finally, we review the summary of the study, its results, recommendations, and suggestions.
• The most important results were:
1. Civil society comes as an important primary partner in the process of promoting and protecting democracy and human rights in all its political, economic, and social dimensions, spreading awareness of human rights in society, spreading the culture of volunteer work, and contributing to efforts to combat extremism and trends against the values of our Egyptian society.
2. The national human rights strategy activates the civil society movement and is intended to strengthen all areas of human rights work (political, economic, social and cultural)
3. Emphasis on the importance and vitality of the contribution of civil society as an active part in ensuring the establishment of actual and real bases for the democratic system, by considering it as a realistic guarantee and an effective framework for monitoring, follow-up and field support for the various efforts and policies adopted in the democratic system
4. The success of various policies and measures in contemporary societies remains closely linked to the need for an effective civil society sector to support these policies and measures.
 As for the recommendations and suggestions that it reached, the most important of them was the following:
1. The relationship of the state with civil society should be regulated through clear, civilized, and specific constitutional laws, and take a tangible nature of the material and moral support and continuous encouragement from the state.
2. The necessity of deepening the judge’s experience in the field of conventions and treaties such as the Universal Declaration of Human Rights, the International Covenant on Civil and Political Rights, the other related to economic, social and cultural rights, the Convention on the Rights of the Child, international labor conventions and others, by preparing courses and seminars to train members of the judiciary in this field.
3. Working on building an effective partnership between civil society and the issues of the government program and creating a workspace for cooperation in the areas of public interest.
4. The necessity of imparting a culture of human rights and civil work to educational institutions, whether they are schools or universities, in the form of decisions, activities and initiatives with the surrounding community, and activating human rights-based administrations in the various ministries.
5. The civil society institutions, which we hope for a better future, must address all internal organizational problems and the main obstacles they face in a civilized and rational manner.
6. We recommend the issuance of a local administration law that is consistent with the needs of the stage and an explanation of the constitutional text in this regard. the local.
7. Awareness of civil society members of the National Human Rights Strategy, as it is the first integrated and long-term national strategy in the field of human rights in Egypt, and aims to advance all human rights by promoting and respecting all “civil, political, social, economic, and cultural rights.”
In conclusion, I ask God Almighty to benefit from this study and to represent an important addition to researchers and the scientific library.
