The origin of the social insurance system is to cover the risks of old age, disability and death, and the old-age pension is due when the insured reaches the retirement age, and it aims to compensate for income. Early retirement, and despite the Egyptian legislator’s intervention more than once by issuing amendments to limit the increase in the number of early retirement starting with Law 130 of 2009 and Law 120 of 2014, the amendments did not yield positive results towards reducing early exit rates, which prompted the legislature to issue Law 148 of 2019, and we evaluated early retirement in terms of advantages and disadvantages in light of its economic and social effects, and presented the most important recommendations and proposals in light of Law 148 of 2019, which set conditions that are difficult to meet, and we can call them impossible conditions
