Abstract

This study aims to spot the light on the active role of the informal sector as a labor absorber using three different schemes. First by addressing comparable cases from Kenya, Rwanda, Bangladesh, Argentina and Chile that successfully managed to integrate the informal sector into their economies, this would provide lessons learnt from their experiences and policy implications for Egyptian policymakers to better integrate the informal sector to the Egyptian economy. Second, by extending the analytical research done by El Mahdi (2002) on the changing role of the informal sector in providing work opportunities to Egypt{u2019}s growing labor force (from 1988 to 1998) to include ELMPS data sets of 2006 and 2012 (The study focuses on 1998, 2006 and 2012). Finally, by developing a Linear Probability Model to quantitatively analyze and test the significance of the microeconomic determinants of informal employment in Egypt. The study found that, despite the nature of the informal sector in employing less educated workers, instability and being more common in small enterprises, it could be seen as a complement to the formal sector as it provides good job opportunities at different levels. Moreover, developing the human factor in the informal economy in Egypt could help encourage it to lean towards more formalization
