This study aims to identify the role of constitutional articles in reforming pre-university education in Egypt in light of the various societal changes in the Egyptian society from 1923 to 2019. The study used the descriptive approach to identify the societal variables affecting education in the Egyptian society from 1923 until now, and analyze the literature related to the most prominent attempts to reform public education in Egypt in the period from 1923 AD to 2019 AD according to the articles of the constitution in that period.
as well as used the method of content analysis to analyze education materials In the constitutions in different time periods, tracing the development of the status of education in the various constitutions of Egypt since the 1923 constitution until the 2014 constitution.
By activating the articles of the constitution, and identifying the obstacles to activating the constitutional articles for education reform in the light of societal variables, including the study, the study concluded by developing an appropriate proposal based on the results of the study in both its theoretical and field aspects. A cumulative nature, and it is a characteristic whose impact and effectiveness increases as the society is deeply rooted in terms of its history and civilization. Positive change in economic factors depends on the quality of education and its suitability to the needs of society in the various stages of development. It witnessed a kind of successive reform processes during that period, and this was evidenced by the issuance of a number of laws to organize education affairs and the establishment of many schools and universities. The July 1952 revolution worked on the generalization, dissemination, and approval of free education. The era of openness witnessed an expansion in the preparation of schools and universities and the emphasis on free education And the emergence of Law 139 of 1981, known as the Education Law, which regulates the educational ladder for the different educational stages, based on the current situation. 2030 AD, as well as in the new educational system.
