Abstract
Public transport is considered one of the main indicators of the progress of nations and sustainable development. In order to measure the performance of public transport, there are many indicators and methods of measurement, which vary according to the different viewpoint of the concerned parties. One of the most important modes of transport is the railway, which is considered one of the fastest and safest means of transport, both urban and regional. The various stakeholders are divided into four main bodies (government - infrastructure managers or asset owners - operating companies - passenger audience) each with different performance requirements that must be measured to identify weaknesses, strengths and opportunities for sustainable improvement.The problem of research is in measuring the performance with different points of view of the stakeholders and methods of measurement, where the methods vary to traditional methods based on the measurement of efficiency and effectiveness and modern methods of measuring quality of service.The researcher adopted the method of quality of service, which its most important parameters are; Reliability, Availability, Maintainability and Safety (RAMS).The researcher chose a set of indicators proposed according to the method of measurement used, which reflects the points of view of stakeholders after reviewing many previous studies in this area. Because of the different trends of these indicators in reflecting performance and evaluating it, using composite performance indicator is better to evaluate performance direction with one figure represents composite indicator, also known as index
