In this study, this thesis examines business ethics from the perspective of a philosophy of science Business ethics is one of the most important social principles that stem from the belief in the value of work, and that administrative corruption is one of the hottest topics that attract researchers in economics, so this study aims at the basic approaches to these two concepts. Ethics represents the entrance that is based on the set of values and standards that the members of the community rely on to distinguish between what is good or what is bad, and which determine acceptable or unacceptable behavior. Also, business ethics require ethical rules that govern the behavior of individuals in society by applying ethical principles, and following systematic methods in order to establish work ethics, as they provide evidence through standards and values on activities. In the field of human society, ethics are the product of the historical development of societies, so they are necessary in forming and ensuring the stability of societies. The sources of ethics in societies are determined from several basic aspects, such as religious beliefs, community history, customs, traditions, national culture, tribal and familial culture, reference universities, leaders with thought and vision, or decision makers in each society. We have dealt with the concept of social responsibility for business organizations and that the role of business responsibility should not be limited to maximizing profit in the narrow sense in the short term, and with unilateral criteria, but rather this responsibility must be expanded to include the interest of other relevant parties and the interest of society in the long run and within the framework of multiple, integrated criteria In it, we find the ethics, value and rules of management that achieve balance, integration and mutual development of business and ethics alike. Through the research study, administrative corruption, due to its historical roots, has spread in our contemporary societies, both developing and developed, and has spread in all political, capitalist, social-democratic and dictatorial systems. Political and economic stability, and leads to the violation of human rights and the exacerbation of class inequality, and to the deviation of power by government officials, such as the abuse of influence and public funds in the service of personal interests, and the causes of administrative corruption are multiple, political, social, economic and cultural, and may be internal or external, which affects the structure economic and social development of developing countries in particular. Thus, administrative corruption has become the biggest enemy of development plans and programmes, as it leads to the spread of underdevelopment, loss of money, effort and time, disappearance of opportunities for progress, and impeding democratic transformations. Given the seriousness of this phenomenon, expert reports and specialist studies have agreed on the need to combat this phenomenon through administrative control mechanisms through specialized devices and treat it, especially in developing countries, as a main objective. Through the study, the role of ethical leadership was played as part of the administrative process. Managers should be aware of the preferred alternatives and most benefit from the pattern of their decisions provided by other patterns, and urge the participation of subordinates in decision-making processes, and that the success of the institution depends on a set of mechanisms through which it achieves excellence and success. We reviewed the concept of modern administrative leadership, or what is called transformational leadership, and its superior ability to communicate with subordinates, and its importance in transforming the required goals into results.
