First: The study problem:
Childhood is the maker of the future, and the society that builds and educates its children maintains its progress and achieves its desired development in the future, and despite the occurrence of common phenomena among the countries of the world with regard to childhood and its problems, each society looks with its own vision to these problems within the framework of the society’s culture and goals and confronts children Multiple difficulties, especially those who are exposed to risks from these children and the problems that affect them, their families and society as a whole. Despite the efforts made, whether local, Arab or international, in the field of child care, there is a high percentage of these children living in difficult conditions, and they are exposed to deprivation and to many exploited situations within society until these children become a problem called the problem of vulnerable children. at risk. The phenomenon of children at risk is also considered one of the most serious problems in modern social life, because it affects a large segment of children who are considered men of the future and become vulnerable to delinquency. Various criminal gangs seize them to turn into time bombs that threaten social security. Therefore, this problem should not be underestimated, and this requires starting In estimating the problem in terms of its size or organization as a social problem of global concern. - Since the category of children at risk is one of the groups that need comprehensive social care, considering that these children try to obtain their basic rights to amend their circumstances in order to avoid the negative effects that they may be exposed to, and with the multiplicity of the problems of this category, it is difficult to classify them between a cause or a result The situation of these children, noting that their problems may be directed towards all other parties, starting with the child’s personality, then his family, and reaching the community.

2) The problem of children at risk is considered one of the most serious problems of modern social life, which affects a large segment of children, who become vulnerable to delinquency and turn into time bombs that threaten national security, and this requires the need to pay attention to it.

6) The growing interest at the international and local levels in the issues of children in general and children at risk in particular and the protection of their rights, especially in light of the recent societal developments and the increase in the crime rate for children at risk.
7) The profession of social work in general and community service in particular focuses on defending the rights of weak and marginalized groups, including children at risk.
8) The method of working with groups should be concerned with dealing with societal problems, including the problem of children at risk because it is considered one of the most important and most dangerous problems in society.
