Second study summary in English :
1-Theproblem research :
By reviewing the theoretical heritage of Arab and Western prophets and previous studies, and what previous studies indicated in the extent of the contribution of digital information technologies as a coordinating mechanism for providing social safety net services to eligible categories of care, as an alternative to the traditional role played by the information exchange on paper to prevent duplication Inconsistency in the distribution of social safety net services for the most vulnerable groups, namely the poor and the poorest, as a coordinating mechanism for providing services to those who deserve it and preventing fraud from those who are not eligible, and the necessity of activating this through digital information technologies by applying the “Solidarity and Dignity Program as a model” where experience has proven the effectiveness of the traditional system of a registry The exchange of information on paper and the transfer of many of these services to those who are not eligible, which is a kind of waste of community resources and depriving the poorest groups of their rights to social safety net services, which led the Ministry in 2010 to stop the traditional system and switch to internet technologies in integrating the information exchange record into the information center And support decision-making and then this study tries to benefit A number of community organizing techniques in digital transformation and the characteristics of digital transformation in a way that contributes to benefiting from the development of information centers to expand the role they play in rationalizing and supporting decision-making to providing social units with digital information and data about beneficiaries and others when applying and completing social research forms carried out by specialists Social workers besides assisting in the provisions of the financial linkage, which contributes to facilitating the provision of social security services and programs to the beneficiaries, through which it is possible to prevent deception of those who are not eligible from obtaining services and limiting services to the most vulnerable groups.
2- Study goals:
These Can be identified as Follows:
1- Determining how to benefit from the accumulated experiences from the experience of the Information Exchange Registry as a coordination mechanism within the information centers and support decision-making.
2- Determining the requirements for developing the administrative and social units of the Ministry of Social Solidarity in its various units at the central and local levels to implement the technology of digital transformation.
A - Providing technological infrastructure for digital transformation.
B - Training the human element on the skills of digital transformation.
C- Availability of trained human cadres for digital transformation.
D- Availability of regulatory and legislative requirements between information centers and administrative and service units inside and outside the Ministry of Solidarity to ensure continuity of coordination among them.
3- Obstacles that prevent achieving the activation of digital technologies as a coordinating mechanism for providing social safety net services to those who are entitled to the most vulnerable groups from the perspective of the way society is organized.
4- Determining proposals for activating digital technologies as a coordinating mechanism to provide social safety net services to the most eligible groups from the perspective of the way society is organized.
3- Study questionnaires:

7- the study results:
The study achieved a number of results that accomplish the questions previously detected:
1- It is related to the first question related to the availability of the technological infrastructure required for digital transformation.
a. Taking the decision to build an information infrastructure for digital transformation to develop the performance of information centers and support the internal and external levels with a percentage of (89.52%).
b. Building a technical system of devices and databases within information centers and administrative and service units, developing legislation, laws and regulations governing the work of information centers to facilitate the continuity of coordination of services among other concerned ministries (82.38%).
c. Developing the organizational structure of information centers and administrative and service units to allow for digital transformation at a rate of (81.43%).
2- With regard to the second question, which relates to training the human element in the skills required for digital transformation,
a. the skill of using social media (89.97%).
b. Programming skill, web and application development (84.26%)
c. With regard to the third question related to benefiting from the accumulated experiences from the experience of the Information Exchange Registry as a coordination mechanism:
d. Mechanization of social research forms (89.97%). Automating the modification and exclusion form, automating the paper query form to suit work with digital technologies. (81,095%).
3- With regard to the fourth question related to the availability of trained human cadres:
a. The presence of leaders who deal efficiently with information and communication technology (9.29%).
b. Providing experts and specialists to work in information centers and support decision-making for better digital interaction (83.33 percent).
4- With the shift e- that with regard to the fifth question, which relates to the organizational and legislative requirements between information centers and administrative and service units inside and outside the Ministry of Solidarity to ensure continuity of coordination among them:
a. Providing Internet networks for electronic communication between information centers and administrative and service units in the Ministry and other concerned ministries at all levels (91095) % ).
