Abstract One of the main objectives of a wastewater system consisting of a sewer network and a wastewater treatment plant is to protect the receiving medium (1). In most developing countries, municipal wastewater treatment and disposal is a matter of concern that needs to be addressed. The prospects for economic and social development, poverty and priorities for industrial investments are the main obstacles in making decisions about public wastewater facilities for small towns and rural communities. Since financing, constructing, operation and maintenance of sewer systems and wastewater treatment plants are quite costly.
