- Introduction
The Ministry of Education in the State of Kuwait seeks to meet the needs of the Education sector of Educational leaders, and is interested in keeping pace with the new directions drawn by the Emir of Kuwait Project for the Development of Education in order to enhance the role of the School principal and Elevate him to become an Educational Leader in his School, and to Develop the Educational leadership Competencies according to International Standards that qualify them to contribute In the Development Process.
Administrative Excellence is the basic building block and sound foundation that enables Educational Leaders to Exercise full authority and assume the Responsibilities of his job, to form one of the pillars on which the institution’s Strategy is based to face the challenges and successive Developments, and is More likely to grow and prosper. In order to Achieve Efficiency and Effectiveness, and more Responsive to Global changes, the Administration has found that it can reduce Expenditures, Develop Employees’ Motivation, and increase Productivity through Administrative Excellence for its workforce.
Management by Results Represents an Administrative and Societal process. Every Individual within the Educational Institution is Accountable to its chief Administrative officer, and public Education Institutions of all levels are accountable to the Society that has entrusted them with the task of Educating their Children and granting them the Necessary Powers and Powers to perform this task, from here the Current Study was directed to Achieve Education For Educational Leaders in Intermediate Schools in Public Education in the State of Kuwait in light of the Management approach with the Results.
- The Problem of the Study:
Arab Educational Institutions - especially the State of Kuwait - are facing new Changes and Intense Competition, which increases the Need to invest all Available Strategies to gain and support the Administrative Excellence that makes the Arab Environment outperform its Competitors, and this will only be Achieved if these Institutions possess the best Talent to manage these Institutions with high Efficiency.
To Achieve its strategic Goals, and to Identify the distinguished skills of its Members, and to invest them in the Appropriate Investment to Achieve Administrative Excellence.
Administrative Excellence is one of the Modern Administrative Issues that Need more Research to present proposals and Recommendations for Educational Leaders in the Kuwaiti Ministry of Education, because practicing the administrative excellence method for educational leaders helps to create a distinctive and Development Environment in Schools through Stimulation and Encouragement for participation and Initiative in the decision-making process. It gave them confidence and freedom to perform the work without direct intervention by the Educational Administration and to break the Administrative deadlock between the Educational Administration and Educational Leaders in Schools.
In order to avoid this shortcoming, it is Necessary to adopt advanced formulas, approaches and directions for change and Modernization, and work to develop the performance of Administrative cadres, and to reconsider the roles they play, in light of the roles and tasks imposed on them by contemporary challenges, and among the most important and effective formulas, approaches and directions are the most Effective By the Entrance to Administrative Excellence and Management by Results as two inputs based on Human Development, the development of their capabilities and the cultivation of their talents.
- The Questions of the Study:
The problem study can be Crystallized in the following Main Question:
How can Administrative Excellence be Achieved among Educational Leaders in intermediate Schools in public Education in the State of Kuwait in light of the Management Approach with Results?
This Main question can be formulated into the following sub-questions:
1. What are the theoretical and intellectual frameworks for Administrative Excellence in Educational Institutions in light of Contemporary Management literature?
2. What are the theoretical and intellectual frameworks for Managing by Results in light of contemporary Management literature?
3. What is the reality of Administrative Excellence among Educational Leaders in intermediate Schools in public Education in the State of Kuwait in light of the Management Approach with Results?
4. What is the proposed vision to achieve Administrative Excellence for Educational Leaders in Middle schools in public Education in the State of Kuwait in light of the Management Approach with Results?
- Aims Of the Study:
The Main objective of this Study is to present a proposed vision for Achieving Administrative Excellence for Educational Leaders in Middle schools in public Education in the State of Kuwait in light of the Management Approach with Results, and in light of this the Study sought to Achieve the following sub-objectives:
1- Getting to know the theoretical and intellectual frameworks of Administrative Excellence in Educational Institutions in light of Contemporary Administrative literature.
2- Learn about the theoretical and intellectual frameworks for Managing Results in light of contemporary Management literature.
3- Recognizing the reality of Administrative Excellence among Educational Leaders in intermediate Schools in public Education in the State of Kuwait in light of the Management Approach with Results.
4- Presenting a proposed vision to Achieve Administrative Excellence among Educational Leaders in Middle Schools in public Education in the State of Kuwait in light of the Management Approach with the Results.
- The Importance of the Study:
The Importance of study lies in the Importance of Achieving Administrative Excellence for Educational Leaderships in Middle Schools in Kuwait in light of the Approach to Management with Results, the Most Important of which are:
1- As far as the researcher knows, this Study is considered one of the few studies that review global models of Administrative Excellence to extrapolate a model that fits in its fields with the Kuwaiti Environment and its Capabilities.
2- This study contributes to presenting a proposed Model that helps Educational leaders and decision-makers in the Ministry of Education in the State of Kuwait to Improve preparation and training of Educational Leaders in line with global and regional models of Administrative Excellence in order to achieve the General benefit of the Educational System.
3- The Results Approach is one of the Newly adopted Administrative Models. Therefore, it Needs more Research and Studies to benefit from it, especially in Achieving Administrative Excellence in Educational Institutions to develop Educational Leaders in them.
4- Emphasizing the Importance of the Requirements of Administrative Excellence in light of Managing Results as a real Requirement for Educational Leaderships in Middle Schools for boys in order to Improve Administrative work, Improve its quality, and make real use of this Study.
5- It is useful for policy-makers and decision-makers to develop their capabilities in recognizing the Importance of applying some Modern Administrative Approaches and Activating their training courses in light of these Administrative Approaches, the Most Important of which are: Administrative Excellence, and Management by Results.
- Methodology:
The researcher used the descriptive approach, as it is an Appropriate Approach to Achieve the Objectives of the Current Study, through which the reality of the use of Educational Leaders in Middle Schools for boys in public Education in the State of Kuwait is Addressed for Administrative Excellence and Management by Results. The Researcher also used the descriptive statistical method to treat the Results of the field frame.
- Community and Sample:
A questionnaire was prepared consisting of four main axes, and the number of questionnaire phrases was (94) statements, to identify the reality of Achieving the Standards of Administrative Excellence for Educational Leaderships in Middle Schools for boys in public Education in the State of Kuwait, and the obstacles to applying administrative distinction among Educational Leaderships in Middle Schools for boys in the state of Kuwait. And the reality of the Educational Leaders ’use of intermediate Schools in the State of Kuwait for the Management Approach with the Results, Achieving Administrative Excellence for Educational Leaders in Middle Schools for boys in public Education in the State of Kuwait in light of the Management Approach with the Results.
- Study population and sample:
Because of the nature of the study, the researcher chose a random sample, and the sample size reached (415) of the Educational Leaderships of the Middle Schools for boys in the State of Kuwait, represented by: School principals, Assistant directors, and Department Heads.
- The Most Important Results of the study:
Through Studying, Analyzing and interpreting the field Study, the Study reached many Results, the Most prominent of which are:
1- Results related to Standards of Administrative Excellence for Educational leaderships in Middle Schools in the State of Kuwait, represented in:
A- Institutional culture:
The Study reached the following Results:
- The Organizational Climate of some Middle Schools is not Suitable for Achieving High Quality Administrative and Educational Operations.
- Some Educational leaders in Middle Schools do not manage Human and material resources in a way that provides a School Environment that is easy for Effective Human Communication,
- Neglecting to Employ the Resources and potentials of some Middle Schools in Achieving their Vision.
- Lack of application of Negotiation Skills and Scientific Methods to Solve School problems in Middle Schools, ambiguity and lack of transparency in the Administrative processes of Some Educational leaders in Middle Schools.
- Poor Employment of the technological Innovations Necessary to create an Environment for learning and Human Communication.
- Some Educational Leaders in Middle Schools do not follow up the implementation of the School’s Vision.
B- Participation:
The Study reached the following results:
- Weak Employment of information Sources to serve the Educational process of Some Middle Schools.
- Sometimes School Decisions are not made in some Middle Schools based on correct Information.
- Some Middle Schools do not have databases to serve the Educational process and the Local Environment.
- Some Educational Leaders in Middle Schools do not invest the potentials and resources of the local Community in Achieving the School’s Goals.
- Neglecting the role of community participation in facing problems.
- Weak participation of some teachers and workers in Achieving the vision and mission of the Middle School.
- Sometimes values and principles of consultation are not instilled among Middle School personnel.
- Some Educational Leaders in Middle Schools do not motivate and value work and practice building collective opinion.
- Weak Employment of the local Community culture to achieve the goals of the Middle School.
C- Professional:
The Study reached the following results:
- The lack of dissemination of positive concepts, trends and values that enhance the quality of School performance in Middle Schools.
- Weak commitment to the controls and foundations of functional and professional accountability in the practices of some Educational leaderships in Middle Schools.
- The Scarcity of motivating Individual and group Activities and Efforts in the field of professional development in Middle Schools.
- There is no Appropriate climate for the ethical commitment of some workers to Some Middle Schools.
- Lack of Identification of obstacles to professional development in some Middle Schools, and no plans to overcome them.
- Lack of activation of the training and evaluation unit in the professional development of teachers in Some Middle Schools.
- Sometimes there is no executive plan for self-development that is characterized by realistic goals in Some Middle Schools.
- Some Educational leaders ’interest in the culture of professional development weakens.
D- Change management
The Study reached the following results:
- Sometimes decisions are not made based on available information and data.
- Lack of Implementation of Some Educational leaderships projects for change in line with their authority.
- Neglecting to spread the culture of change among teachers and all of its workers.
- Lack of Encouragement for some teachers and all workers to participate in the change process.
- Reviews the Effectiveness of the change and Ensures that stakeholders benefit.
- Lack of Encouraging Some Educational leaders to exchange views and constructive Discussion on change projects for teachers and all Employees of Some Middle Schools.
- Lack of interest in the concept and the ingredients for creative change in the culture of Some Middle Schools.
- The Scarcity of challenging the required changes at the Management level According to the Results of the internal and External Analysis.
- Neglecting the justifications for change of teachers and all Employees of Some Middle Schools.
2- Results related to the Obstacles related to the Application of Administrative Excellence among Educational Leaderships in Middle Schools in the State of Kuwait, represented in:
A- Human obstacles
The Study reached the following results:
- The many burdens and tasks of Educational Leaderships in Middle Schools and their ramifications.
- Weak teamwork among teachers and all Middle School workers.
- Lack of Motivation for teachers and all School personnel to complete School work.
- Lack of Qualified Human resources to apply Administrative Excellence in Middle Schools.
- There is a gap between the Needs of teachers and some workers and the tasks of Some Middle Schools.
- The Deficiency of Human resources training programs in the Application of Administrative Excellence.
- Some Educational Leaders’belief that it is difficult to develop According to the Standards of Excellence and that it Needs a long time.
- The low Enthusiasm of the School’s Employees in adopting the philosophy of Administrative Excellence.
B- Administrative and Organizational Obstacles:
The Study reached the following results:
- The Stagnation of Regulations and laws in Middle Schools in the State of Kuwait.
- Bureaucracy of Administrative work in Middle Schools in the State of Kuwait
- The Absence of a School Climate that Encourages the Application of Administrative Excellence in Some Middle Schools.
- The Limited Activation of the Administrative powers of the Educational Leaderships in Some Middle Schools.
- The School Organizational Structure does not cover all the Needs of Middle Schools.
- The Absence of a Scientific Methodology in planning and developing proper Operational procedures.
- Ambiguity of the objectives of the Middle School in the State of Kuwait to be achieved.
- The large Number of Administrative transfers for Middle School Employees in the State of Kuwait.
C- Financial Obstacles:
The Study reached the following results:
- Lack of Financial support allocated to Administrative Excellence Applications in Middle Schools in the State of Kuwait
- Poor identification of the School’s actual financial Resources Needs.
- Lack of funds Allocated to spend on quality and Excellence Activities.
- The Weakness of the Infrastructure to Implement the Standards of Administrative Excellence
- Lack of financial Resources devoted to Developing the performance of Educational Leaders
- Lack of priority in Aspects of Financial Spending in the School
- Financial waste and the Absence of Rationalization of Spending in Educational Institutions
- The Absence of a Culture of preserving public properties in the Middle School in the State of Kuwait.
D- Societal Obstacles:
The Study reached the following results:
- Few Educational Leaders Encourage Teachers and all School Staff to participate in the Community and develop the Environment.
- Weak participation of the Local Community and its Institutions in drawing up the vision and Mission of the Middle School.
- Neglecting the Employment of Educational Leaders, procedural Evidence for ways of cooperation between the School and Community Institutions.
- The weak contribution of the local community in developing Educational Institutions that apply the Method of Administrative Excellence.
- Weak participation of businessmen and investors in financing Schools to Achieve Administrative Excellence.
- Neglecting the School’s use of its Available Resources to Serve the local Community.
- Lack of Community participation in developing School Curricula that are related to Community development to Achieve Excellence.
- The Scarcity of the Community’s Contribution to building new Schools based on Standards of Administrative Excellence.
3- Results related to the Elements of the Educational Leaders’ use in Middle Schools in the State of Kuwait for the Management Input with the Results
The Study reached the following results:
- Focusing on the results related to the opportunities for excellence and competition in school work.
- Focusing on the feedback of workers at all stages of their work at the school.
- Inform teachers and all staff on the results of evaluating their school performance.
- Taking the initiative to solve the problems related to the results of school work.
- Linking the middle school vision to the school work results it seeks to achieve.
- Focus on the results of school work and do not focus on the tasks that teachers perform.
- The keenness of educational leaders in middle schools to identify the factors affecting the results of workers that are deficient.
- Educational leaderships in middle schools submit new proposals to develop school work.
- The availability of a fair and encouraging system for achieving distinguished management results.
- The keenness of educational leaders in middle schools to periodically evaluate the results of school work
- Middle school educational leaders measure the results of time and resources spent on training school personnel.
4- Results related to Achieving Administrative Excellence for Educational Leaderships in Middle Schools in the State of Kuwait in light of the Management Approach to the Results
The Study reached the following results:
- Urging the educational leaderships in middle schools to make the school’s goals clear and accurate in order to achieve the school’s distinguished results.
- Providing material and moral incentives to increase the motivation of teachers and all workers in achieving the best distinguished results.
- Paying attention to human relations between teachers and all workers to achieve the best results
- Establishing mechanisms to involve teachers and all school personnel in setting and achieving goals
- Determine the educational leaderships in middle schools the activities required to achieve the best school results.
- Encouraging educational leaders in middle schools to be creative and innovative in achieving the best results.
- Encouraging educational leaderships in middle schools, professional growth for teachers and all school personnel
- The interest of educational leaders in middle schools to work in a team spirit and cooperation manner to achieve distinguished results.
- Delegating the powers of the distinguished to achieve the best results, and providing a guide to the internal policies, procedures and regulations that the school follows.
- Availability of effective communication channels between the administration, teachers and students in some middle schools.
- The keenness of educational leaders in middle schools to create a positive work environment to achieve the best results
- The interest of educational leaders in middle schools with clarity and accuracy of goals to achieve administrative excellence
- Taking into account fairness in the distribution of tasks during daily work to achieve administrative excellence in the school.
- Interest in holding training courses for managing results for the distinguished.
In light of what was presented in the theoretical framework and through Contemporary Administrative literature, as well as the findings of the field Study, and based on the items of the Questionnaire, A vision was reached to achieve Administrative Excellence for Educational Leaders in Intermediate Schools in public Education in the State of Kuwait in light of the Management Approach with the Results. The following are: the Concept of the Objectives of the proposed vision and its Importance, the justifications for the proposed Scenario, the premises of the proposed Scenario, the Foundations of Building the proposed vision, the steps and stages of the proposed Conception, the Obstacles to Implementing the proposed Vision, ways to Overcome them, and the Requirements for the Success of the proposed Scenario.
