المستخلص:
هدفت الدراسة إلى تطوير التعليم الجامعي المفتوح في مصر لتحقيق متطلبات التنمية البشرية، وتقديم تصور مقترح لتحقيق ذلك.
فقد قامت الدراسة بتحديد الأسس النظرية للتعليم الجامعي المفتوح من حيث نشأته وتطوره، ومفهومه وخصائصه، وفلسفته وأهدافه، وأهميته وضرورات الأخذ به، وأنماطه وأساليبه، وكذلك الاتجاهات المعاصرة وتداعياتها على التعليم الجامعي المفتوح.
وتناولت الدراسة الإطار المفاهيمي للتنمية البشرية من حيث نشأتها، ومفهومها وأبعادها، وأهدافها وأهميتها، والتحديات التي تواجهها، ومتطلباتها، كما أوضحت العلاقة بين التعليم الجامعي المفتوح ومتطلبات التنمية البشرية.
وعرضت الدراسة واقع التعليم الجامعي المفتوح بمصر في ضوء علاقته بمتطلبات التنمية البشرية من خلالنبذة تاريخية عن التجربة المصرية في التعليم الجامعي المفتوح، وتحديد فلسفة التعليم الجامعي المفتوح وأهدافه في مصر،وتحليل البيئة الداخلية للتعليم الجامعي المفتوح في مصر لتحديد نقاط القوة فيه لتعزيزها ومواطن الضعف التي يعاني منها لمعالجتها، ثم تحليل البيئة الخارجية للتعليم الجامعي المفتوح في مصر لتحديد الفرص المتاحة والتهديدات المحتملة التي يمكن أن تؤثر على تحقيق التعليم الجامعي المفتوح لمتطلبات التنمية البشرية، وتوصلت الدراسة من خلال التحليل البيئي إلىأن التعليم الجامعي المفتوح في مصر يواجه تحديات داخلية وخارجية تفرض ضرورة القيام بجهود بناءة للتغلب عليها، وإجراء تغييرات جذرية تسعى إلى جعله يقوم بالدور المنتظر منه وفق رؤى واستراتيجيات عصرية ومستقبلية ليواكب التقدم الهائل في مجالات العلوم والتكنولوجيا الحديثة، ويسهم في تحقيق متطلبات التنمية البشرية وتلبية الاحتياجات الفعلية للمجتمع.
كما قامت الدراسة بإجراء دراسة ميدانية لاستطلاع رأي الخبراء حول تطوير التعليم الجامعي المفتوح في مصر لتحقيق متطلبات التنمية البشرية، وفي ضوء ذلك قدمت الدراسة تصور مقترح لتطوير التعليم الجامعي المفتوح في مصر لتحقيق متطلبات التنمية البشرية.

Summary
Introduction:
In any society human being education as preparing and training represent focus work of the educational system, and the universities - as part of this system - have their main functions in development processes in their comprehensive concept. And the educational policies in most countries of the world consistent on the importance of human development and the need to provide higher education opportunities for its citizens, so universities have faced the problem of the increase in the number of students enrolled in them, and the inability to assimilate more numbers of students willing to reach the higher education level, and the inability of some students who want to educate a full-time study as they cannot attend educational institutions faraway from their residence, a new patterns have emerged in education to meet this growing demand, and to contribute to educational opportunities equality, the most important of which is the open and distance education system.
The interest in open university education has increased due to the impact of scientific and technological progress that the world has witnessed to activate the use of modern technological media in education, and then Egyptian universities have taken an interest in open education, especially after the emergence of what is known as e-learning via the Internet and virtual education, Egypt has implemented the open education system in Egyptian universities, not through the establishment of an independent open university similar to some open universities in other countries, such as England and Japan, but through centersin some universities existing along with what they offer from usual higher education, in order to provide an opportunity forhigher education to those who were not assimilated by traditional universities and whose social and economic conditions did not help them to continue their higher education in order to achieve the principle of continuing education.
Problem of the Study and its questions:
The problem of the study stems from the fact that the open university education system in Egypt suffers from many problems that prevent the achievement of its objectives which may affect its continuation and desired growth.
The study attempts to answer the following questions:
1) What are the theoretical foundations of open university education?
2) What are the conceptual framework of human development and its relationship to open university education?
3) What is the reality of the open university education in Egypt in the light of its relationship to the human development requirements?
4) What are the point of view of the experts on developing the open university education in Egypt to achieve human development requirements?
5) What is the proposed prospective to develop the open university education in Egypt to achieve the human development requirements?
Objectives of the Study:
The study aimed at the following:
6) Defining the theoretical foundations of open university education.
7) Know the conceptual framework of human development and its relationship to open university education.
8) Detection of the reality of the open university education system in Egypt in the light of its relationship to the human development requirements.
9) Know the view of the experts on developing the open university education in Egypt to achieve the human development requirements.
10) Provide a proposed prospective to develop the open university education in Egypt to achieve the human development requirements.
Importance of the Study:
The importance of the study is as follows:
11) This study is in line with the strategy of sustainable development: Egypt Vision 2030 and the State’s interest in the development of education, which was reflected in the field of open university education through the Supreme Council of Universities held several meetings and the issuance of ministerial decisions in order to develop and achieve the quality of educational outputs of this system.
12) This study is consistent with the orientation towards building the learning society, higher education for all, and the continuing education.
13) The results of this study may benefit the officials in formulating future plans for open university education in Egypt by revealing and support the strengths, as well as to treat the weaknesses and overcome them, and set mechanisms in order to help develop this system and promote it in accordance with the requisites of the Egyptian society and its development aspirations.
14) This study may enrich the field of human development, by identifying the requirements of human development that can benefit those interested in education and development, the researchers and experts in entrepreneurship, and educational institutions concerned with the training of individuals and develop their skills in various fields.
Limitations of the Study:
The study was limited to develop theopen university educationin public universities in Egypt to achieve thehuman development requirements.
Methodologyof the Study andits Tool:
The studyused the descriptive approach in revealingthe theoretical frameworks ofopen university education andhuman development, in addition to (SWOT) analysis to identify thestrengths,weaknesses, opportunities, and threats that face theopen university education in Egypt.
The study used experts pollwhich consisted of a survey of the expert’s opinion on developing the open university education in Egypt to achieve the human development requirements, as well as a personal interview with a number of managers of the centers of open education and the National E-learning Center.
Procedures of the Study:
The study proceeded according to the following steps:
15) Determining the general framework of the study in terms of its introduction, problem and questions, objectives, importance, Limitations, methodology and tool, definition of the terminologies, the previous studies,and theprocedures which going on them.
16) Defining the theoretical foundations of open university education in terms of its origin, concept and characteristics, philosophy and objectives, importance and reasons for its taken, methods and patterns, and modern educational trends in the open university education.
17) Knowing the conceptual framework of human development in terms of its origin, concept and dimensions, objectives and importance, the challenges that facing the human development, and its relationship to the open university education.
18) Reveal the reality of the open university education system in Egypt in the light of its relationship to the human development requirements.
19) The field study in terms of its objective, procedures, sample and its characteristics, and statistical processing methods which used, then analyze and interpret the results of the field study, through a survey of the expert’s opinion on developing the open university education in Egypt to achieve the human development requirements.
20) Presentation of a proposed prospective to develop the open university education in Egypt to achieve the human development requirements in the light of the results of the study theoretical and field aspects
