المستخلص The issue of “Public Loans” and its regulation is one of the most important topics that may be addressed when delving into the field of “Financial Legislation”, in addition to its growing importance in the field of public economy, as public borrowing operations have a major impact on the “Independence” and “Sovereignty” of the state because of its present and future obligations related to “State Sovereignty”, to in addition to the repercussions it poses on its macroeconomic and thus on other economic sectors and units. Thus, the importance of studying the “Legal Organizing of Public Loans” is evident not only because of its financing nature of the economy, but in the obligations arising from the process of issuing “Public Loans” and concluding special agreements regarding them, which must be controlled in a manner that limits the extravagance of resorting to them except in cases of necessity, in addition to their use as a tool within clear policy goals, calculated results, and limited repercussions.
