Methods of assessment Various fields of knowledge until its existence has been taken for granted, be it in the natural sciences, medicine, engineering, astronomy, education, psychology and social, and other those sciences that can not meet the dimensions and objectives only by providing a calendar program in its curricula, and has Physical education and sports science to the importance of evaluation since this century and addressed the calendar to all areas of physical education and sports and activities without exception .
It is used as a process to identify the degree of achievement of the objectives set and is a continuous process of continuing the implementation of the curriculum and it is complementary to the experiences gained from it and carried out by both the teacher and the learner, and evaluation is a process of measuring the range of outcomes resulting from the implementation of the curriculum and compared with the expected outcomes of planning this curriculum .
The importance of the calendar is united in the following:
- The goals of the sports activities implemented in youth centers in Beni Suef Governorate .
- The sports activities plan implemented at youth centers in Beni Suef Governorate .
- Control systems for the implementation of sports activities at youth centers in Beni Suef Governorate .
- Obstacles in the implementation of sports activities at youth centers in Beni Suef Governorate .
- Sports activities practiced by members of a youth center in Beni Suef Governorate .
The calendar aims to:
1. Provide senior management with the activities of the Foundation to achieve the objectives set in its plans, derived from the Foundation’s general policies and social philosophy.
2. Determine the quantitative results achieved by the Corporation in the moral fields, which is represented in the high percentage of support or turnout for the institution or publication in the public means of communication .
3. to identify the implications of these results in terms of how to illustrate the effects of these activities on the image of the institution in the minds of the public .
The calendar has different types to suit the goal to be achieved:
- Objective evaluation.
- Self-evaluation.
- Subjective evaluation.
The youth centers are a non-governmental youth educational body of public interest, and have an independent legal personality, contribute to the comprehensive development of young people and rehabilitation and spiritually, moral, cultural, scientific, physically, socially and economically, and enable them to participate actively in the political and investment of their leisure time in the exercise of various cultural and social activities. It seeks to acquire skills that ensure responsibility under the law of public policy of the State .
The Center aims to prepare young people and raise them by establishing a well-balanced, developing their abilities, discovering their talents, nurturing their creativity and creativity in various fields and working to achieve the following objectives :
1- Instilling and developing the distinctive values system of the Egyptian personality .
2- Developing the cultural and health awareness of young people .
3- Optimization of the free time (leisure) for young people and young people and invest their optimal investment .
4- Contribute to provide a decent economic situation for young people and youth .
5- Activating and deepening the political, community and developmental participation of young people and youth .
6- Ensure the freedom of expression of opinion of young people and youth in accordance with the Constitution and the law .
The youth centers shall pursue their objectives and competence within the general planning policy obeyed by the Supreme Council for Youth and Sports in the governorate.
1. To prepare young people properly from the moral, national, sporting, social and spiritual aspects and to train them to take responsibility in the society in which we live.
2. Training and equipping young people with different skills.
3. Organizing and investing the youth’s leisure time in programs that develop his personality, invest his energies and help in his upbringing.
4. Develop and implement programs for festivals, holidays, conferences and hobby competitions in the local and national field.
5. Support Arab-African international relations between the Center and international youth organizations.
6. Strengthen scouting activity and form scout groups, flowers and guides.
7. Strengthening the activity of small projects.
8. Strengthening the activity of childhood and organizing the youth for its membership.
9. Strengthen and organize the camp and encourage trips.
10. Organize the practice of members of the bodies that do not have facilities or training places in accordance with the capabilities of the Center and in accordance with the management of the Center for the public interest .
11. Implementing the detailed programs approved by the Center’s management on a monthly basis within the framework of the annual plan approved by the General Assembly.
Many think that youth centers are government bodies and this is a general belief. Therefore, the form of their management is predominantly the way in which public works are carried out. There is no doubt that this perception is a mistake. If the government sponsors these centers with construction subsidies or subsidies in general, they do so because of their interest in young people, in general, on the other hand, the mistake of this belief comes from the impression that can be taken that the management style of government work is the appropriate way to manage youth centers, and in fact that In this To believe a big mistake by the fact that the youth centers and bodies tend to the civil character of the nature of the private sector, which is characterized by greater freedom in the activity and decision-making and so flexible management methods in the private sectors in the framework of the regulations of those bodies .
Research problem
The youth centers are among the governmental bodies that work to achieve full care for the youth and provide the suitable conditions for the development of their talents through the provision of sports, national, social, recreational and environmental services within the framework of the state policy and planning developed by the Ministry of Youth. All aspects, as well as training them on how to organize and invest their leisure time in various sports activities and be under the leadership of rational and specialized.
Based on the introduction of the systems in the administration, the sports field is a system within the society that needs to be developed and the regulations governing the work in the bodies working therein. Working within youth centers .
Through the above, the researcher found out the role of youth centers towards the public and the beneficiaries of its services in various activities: sports, cultural, religious, economic, educational ...... and other activities that serve the people of villages and cities, as the location of the youth center Usually the center of the village or city is called as the center of any village center or a place where people gather villages and cities, and the youth center has playgrounds, lounges, tools and equipment for the activity.
The Ministry of Youth and Sports is also interested in preparing workers in the administrative, technical and life skills aspects of how to deal with the public and beneficiaries of different ages and nationalities.
The Youth Center adopts annually a plan of projects to be implemented throughout the financial year, where the year is divided into four stages by three months to continue the implementation of projects throughout the year, in addition to participating in meetings and festivals of the Ministry of Youth and Sports and the Directorate of Youth and Sports Cities for youth unions centers.
from the above, the researcher finds that the youth centers are the only outlet for practicing activities for all, and these activities must be commensurate with the practitioners’ needs, tendencies and interests of the participants.
Through the researcher to review the previous studies and research conducted in the field of evaluation did not find the researcher - as far as he knows - no studies have addressed the study of the evaluation of sports activities in youth centers.
Hence the importance of the problem of research in being an attempt to evaluate the sports activities in youth centers, through the current reality of sports activities carried out youth centers in Beni Suef.
Research Objective:
The research aims to evaluate sports activities in youth centers in Beni Suef governorate by identifying :
1- The nature of sports activities implemented in youth centers (villages - cities) Beni Suef governorate.
2- Sports activities plan implemented in youth centers (villages - cities) in Beni Suef governorate.
3- Control systems for the implementation of sports activities in youth centers (villages - cities) in Beni Suef Governorate.
4- Obstacles Implementation of sports activities in youth centers (villages - cities) Beni Suef Governorate.
5- Sports activities carried out by members of the Youth Center (villages - cities) Beni Suef governorate.
Search Questions :
In light of the research objective, the researcher puts the following questions :
1. What is the nature of sports activities carried out in youth centers (villages - cities) in Beni Suef Governorate?
2. What is the plan of sports activities implemented in youth centers (villages - cities) in Beni Suef Governorate?
3. What are the control systems for the implementation of sports activities in youth centers (villages - cities) in Beni Suef Governorate?
4. What are the obstacles to the implementation of sports activities in youth centers (villages - cities) Beni Suef Governorate?
5. What sports activities do members of the youth center (villages - cities) in Beni Suef governorate?
Research Methodology :
The researcher used the descriptive method (the method of surveys) with its steps and procedures in order to suit it to achieve the research objectives.
Society and Sample Research:
The research community is represented by all 175 youth centers in Beni Suef governorate ( 8 youth centers + 167 rural youth centers) , The researcher selected from each sub - department of the city youth center ( deliberately ) and two rural youth centers ( random method ) , Thus, the sample of the study included 8 city youth centers + 18 rural youth centers and randomly selected from each youth center for four questionnaires .
The total sample of the study was ( 376 ) individuals ( 346 ) for the basic sample from urban and rural youth centers in addition to ( 30 ) individuals from the survey sample from inside the research community and outside the basic sample.
Data Collection Tools:
Questionnaire to evaluate sports activities in youth centers in Beni Suef Governorate (prepared by the researcher ) .
Conclusions and recommendations
First, the conclusions
In the light of the research results, the researcher reached the following conclusions :
- Obstacles to the implementation of sports activities in urban and rural youth centers vary.
- Football is the most widespread and practiced game in the youth centers of cities and rural Beni Suef.
- Financial credits are the most important obstacles facing the implementation of sports activities in urban and rural youth centers.
Second: Recommendations
In light of the research results, the researcher recommends the following :
- The need to find solutions and investment opportunities to increase the financial allocations for youth centers.
- Attention to the quality of sports activities provided as this is the best means of investment sports.
- The trend towards e-government to achieve the best methods of follow-up sports activities.
