This study focus on the Philosophical and applicable sides of the state rebuilding process, on the period of democratic transformation in the Arab states. As the result of the difference in the Tools and instrument of the democratic transformation in the Arab states, Can’t deal with the cases of Arab states as the same nature, So, There are dimensions for differentiate between Arab state according to 2010 events, which called Arab uprising. The first dimension focus on the Arab states which influenced by Arab uprising and popular movements, so, this led to collapse in the military and social components as Syria, Libya, and Yemen. The second dimension focus on the states which influenced by the Arab uprising and popular movements and changed the system in all fields in these states as Egypt and Tunis. The third dimension focus on the Arab states which involved the Arab uprising and popular movements with set reforming in these states as Gulf States. This study focus on the most problematic dimension in the study of the state rebuilding in the period of democratic transformation in the first dimension (Syria, Libya, and Yemen). Depending on the fundamental scientific problem as how the nature of the tools and instrument which used in the democratic transformation influenced on the process of state rebuilding in the Arab countries as cases study? And the Arab states as cases study are Syria, Libya, and Yemen. With focusing on the nature of the conflict in each case from the three cases and the internal and external factors which led to collapse these states, and the problematic scenarios for these cases with Its impacts internally and externally. And the impacts of these scenarios on the regional and global actors.
