firstly,the main issue of the study:
Developing countries shall exert their utmost potential to achieve full investment of their natural resources in order to achieve the maximum productive efficiency and raise the standard of living of their children. The human and material resources are the main pillars of economic, social and humanitarian development programs, and the human being accordingly is the target of development programs and is the means to invest those resources.
The process of development is carried out by people and not only for them and therefore they must participate fully in the decisions and actions that shape their lives; people in development are not just a passive recipient but an effective factor in shaping it, so it has been the promotion of the basic rights, capabilities and needs of people living in poverty Marginalization is a goal of the international community.
Of course, there will be no development without social justice. Calls have grown in a world that respects human rights, a world that strives for social equality and social justice.Therefore, social justice has been reflected in many international charters, declarations and recommendations of international conferences, which stressed that it is indispensable for achieving social peace, security and respect for human rights.
Through its work in social institutions, the social service seeks to develop its services taking into account the consumers of the service and move from one stage to a better stage of service by facing the problems that prevent the provision of a better service by paying attention to the evaluation of services to verify achievements and the rate of success in achieving the goals.
Through social planning in the social work profession, it is possible to determine the priorities of plans, programs and projects of economic and social development, as well as linking social service agencies and institutions with the general objectives that the society seeks to achieve in the institutions.
Social planning seeks to move society from existing to more advanced situations, including by raising the standard of living of the society as a whole in cities and villages economically and socially for the prosperity, progress and well-being of society, including by mobilizing and properly exploiting the resources and energies of the society and its human and material forces to achieve the goals of society.
Therefore, the community institutions hope to improve the social services provided and improve the quality of health, education, social and physical, we must pay attention to them through the development of services provided to the urban population and strengthen social, health and educational services and satisfy their needs, whether material needs such as the need for healthy nutrition and the need for health care. Education and proper housing.
Based on the above, the problem of the current study can be formulated in the following issues that the study attempts to answer:
1-Determine the degree of awareness of the officials of the welfare institutions social services the importance of services to the population of the community in general and urban in particular.
2-Verifying the effectiveness of planning for equity in the distribution of social services in urban areas.
3-Determine the services provided by shelters for orphan children from the perspective of both officials and orphan children.
4-Identify difficulties in planning for social justice in the distribution of urban services.
5-Identify proposals that address these obstacles and provide social services to all citizens.
(6- A proposed planning scenario to increase the effectiveness of urban planning to achieve equitable distribution of services.
Second: the importance of the study:
A- societal importance:
1-Global, regional and local attention to social justice issues as a key objective of all societies for development.
2-Social justice is closely linked to the social work profession as well as to social welfare policies in society
3-To consider achieving social justice as an important demand of the Egyptian people in all its categories, especially the poor and marginalized, whether in the villages or in the urban areas
4-Clear selectivity in the distribution of services urban communities and attention to high-end neighborhoods without popular neighborhoods, especially in developing countries, including Egypt.
5-The concern and care of the population represents a humanitarian and social commitment that falls on the community with its executive and legislative bodies and its various civil and governmental institutions.
B : Tthe Professional important:
1-Defending the social work profession and working with all groups and community agencies
2-The importance of this study as a necessity approved and stressed the importance of conducting the results of many studies and research within the framework of the social work profession, which addressed and presented the problem of justice in the distribution of social services in urban areas.
3-The need of the local community to eliminate its problems and support it to achieve development.
4-Attention to the provision of services, social welfare and justice in their distribution is confirmed by the professional values of social service.
C: Specialized important:
1-Studying the needs of society in general and urban in particular, necessarily contributes to providing real and truthful information to the unanimous blueprint.This will be useful in planning for the future in favor of these areas by contributing to the formulation and formulation of policies and taking decisions that will satisfy the basic needs of these disadvantaged and vulnerable areas.
2-The need for social welfare services to be evaluated in service institutions in order to identify deficiencies and this falls within the scope of specialization.
3-Out of concern for the urban population and service institutions and the development of their services and the results of this result is currently a general goal of national development, including the current attention to social planning and considering social planning as a scientific method to move society from a state to a better state.
4-Achieving cognitive integration between the current study and previous studies and avoiding the knowledge deficiencies in which the previous studies occurred.
Forth: the Objectives of the study
1-Verify the effectiveness of planning for equity in the distribution of social services in urban areas.
Determine the capacity of justice in the distribution of social services 2-
3-Justice in taking social services into account for humanitarian considerations
the extent of access to social services to the beneficiaries 4-
5-Identify the difficulties facing social justice planning in the distribution of urban services
Identify proposals that address these obstacles and provide social services to all citizens 6-
7- A proposed planning scenario to increase the effectiveness of urban
planning to achieve equitable distribution of services.
Third: Study Assumptions:
1-The first imposition: ”The level of equity in the distribution of social welfare services in urban areas is expected to be moderate.”
2-The second hypothesis: ”It is expected that the level of consideration of justice for humanitarian considerations in the distribution of social welfare services in urban areas will be moderate.”
3-The third hypothesis: ”There is a positive correlation between justice in the distribution of services and the extent to which social services reach the beneficiaries.”
4-The fourth hypothesis: ”There is a positive correlation between some demographic variables of experts on the effectiveness of social justice in the distribution of social welfare services in urban areas and the ability to achieve goals”.
5-The fifth hypothesis: ”There is a positive correlation between some demographic variables of experts on the effectiveness of social justice in the distribution of social welfare services in urban areas and the ability to achieve goals.”

Methodology of the study
Type of study: Evaluation study
The methodology used: This study was based on the comprehensive social survey methodology where the application was as follows
1-Comprehensive social survey of those responsible for the effectiveness of social welfare services in the local unit B (East-West District)
2-Social sample survey for beneficiaries of social welfare services in Al-Hamra and Al-Khodarya areas.
Study Tools:
1-Questionnaire for beneficiaries on the effectiveness of planning to achieve justice in the distribution of social services in urban areas.
2-A questionnaire form for experts in the local unit on the effectiveness of planning to achieve justice in the distribution of social services in urban areas.
The limits of the study
The limits of the study are as follows

-The beneficiaries (800), and the student will use the method of random sampling of beneficiaries in the two regions of Assiut.

-First hypothesis: We accept the first hypothesis of the study, which is that ”the level of justice in the distribution of social welfare services in urban areas is expected to be moderate.
-The second hypothesis: We accept the second hypothesis of the study, which is expected to be ”the level of consideration of justice for humanitarian considerations in the distribution of social welfare services in urban areas is moderat.e”
-The third hypothesis: We accept the third hypothesis, which means that there is a direct moral relationship between justice in the distribution of services and the extent of access to social services to those who deserve it.
-The fourth hypothesis We accept the fourth hypothesis of the study in part, which led to ”there is a significant correlation between some demographic variables of experts on the effectiveness of social justice in the distribution of social welfare services in urban areas and the ability to achieve goals.
-The fifth hypothesis: we accept the fifth hypothesis of the study in part, which led to ”there is a significant correlation between some demographic variables of experts on the effectiveness of social justice in the distribution of social welfare services in urban areas and the ability to achieve goals
We reject in the part that there is no direct correlation of significant significance between some variables.
