Foreign investments, especially direct ones, play a major role in the economy of the host countries in general and developing in particular as an important source of financing, and a successful means of exploiting untapped natural resources, as well as an effective means of transferring modern technology, Because of the advantages it has, including: the size of fertile lands, the abundance of labor, the size of the population, the abundance of water, and the size of oil wealth, and there is no doubt that local governments or local administrations are the first pillar in economic development. The problem of the study is summarized about knowing the role played by local governments in attracting foreign investment to the governorates or Emirates that are responsible for managing them. Knowing how to attract foreign investments, especially direct ones, to the regular and irregular governorates of a region in Iraq; This is due to the insufficient local resources to finance the investments required to achieve economic development, which compels it to rely on foreign investment to cover this deficit, and to know the powers of local governments in the investment field granted to them by the central government and the role it plays in providing a suitable climate for investment. The relationship between local governments and development is gaining great importance not only in Iraq, but also in the whole world, there is an imperative today to distribute powers and tasks between the central government and local authorities, and to ensure that these authorities play a more effective role in national development as a result of their proximity to citizens, and therefore they are more Ability to identify problems and challenges That faces attracting investment, as well as the potential for local development, and to qualify it to draw solutions resulting from these problems, and this gives this trend an increasing importance in the central governments ’dependence on local authorities to achieve the goals of economic and social development plans by creating an appropriate environment to attract foreign investment.
