ملخص الدراسة باللغة العربية
أولاً : عنوان الدراسة :
”فاعلية خدمات الرعاية الاجتماعية المقدمة للطلاب بمركز رعاية المكفوفين بجامعة أسيوط”
ثانياً : مشكلة الدراسة:
يكاد لا يخلو مجتمع من المجتمعات من وجود الإعاقات المختلفة بين مواطنيه, ولكن من خلال دراستي بالجامعة لاحظت أن هناك مركز لرعاية المكفوفين داخلها, فالطلاب المكفوفين شريحة واسعة في المجتمع المصري يجب دراستها .
إن فئة المكفوفين لا تقل أهمية بأي حال من الأحوال عن نظائرها من الفئات الآخري في المجتمع, فجميعها تسهم في التنمية, والتنمية الحقيقية هي التي تنطلق من الإنسان وتنتهي بالإنسان, ولذا فإن المصلحة تقتضي العناية بالكفيفوتلبية رغباته لأنه إنسان أولاً ومواطن ثانياً .وإذا كانت الجوانب الاجتماعية والنفسية والتعليمية والصحية والتأهيلية للمكفوفين قد لقيت عناية لا بأس بها من قِبلْ الباحثين والدارسين فإن قضية معرفة مدي فعالية وكفاءة تلك الخدمات ما تزال مهملة أو شبه مهملة .
فمع تطور الفكر الإنساني والتقدم العلمي والتكنولوجي بدأت هذه الفئه تتلقي رعاية وتوجيه وتأهيل اجتماعي ونفسي ومهني حتي يستطيعون التوافق مع الحياة ويعيشون بسعادة وفق ما يملكونه من إمكانيات وقدرات ومن الممكن عن طريق عملية معرفة مدي فعالية وكفاءة الخدمات والوصول بها إلي مرحلة الجودة وتحويل الطلاب المكفوفين الجامعيين من طاقة مهدرة معطلة إلي طاقة تسهم بدور إيجابي في عمليات الإنتاج لذلك تحرص الدولة علي توفير كل الظروف والإمكانيات وأساليب الرعاية والتأهيل لهم .
إن الطلاب المكفوفين في حاجة إلي رعاية خاصة وخدمات متنوعة داخل مراكز الرعاية بالجامعات وتوفير أماكن مناسبة للتدريب والتأهيل .
وتظهر الخدمات علي حسب احتياجات الطلاب المكفوفين فكل الخدمات مهمة للطالب الكفيف,فالخدمات الاجتماعية مهمة لإكسابه المهارات المختلفة من تقبل نفسه والآخرين وتعليمه كيف يصبح اجتماعي سوي ,والخدمات التعليمية مهمة لإيصاله لأعلي الدرجات العلميه والتي لديه القدرة لتعلمها, والخدمات الصحية مهمة لانها تفيدة في عمل الكشف والتحاليل بصورة دورية وصرف أجهزة تعويضية إذا لزم الأمر وتحمل نفقات العلاج , والخدمات النفسية التي تقيه من الوقوع في المشكلات وتحاول أن تجعل منه انسان سوي قادر علي تحمل الضغوط ومواجهة الأزمات والخدمات التأهيلية التي تؤهلة أن يصبح شخص ذو حرفه أو مهنه مهمه ينفع نفسه وأسرته ومجتمعه .
ولقد ركزت التطورات المعاصرة علي الصعيد العالمي والعربي علي أهمية المؤسسات العاملة في مجال الإعاقة ومن بينها مؤسسة الجامعة فأُنشأت مراكز رعاية المكفوفين داخل الجامعات كآلية لتحقيق ديموقراطية المشاركة وتعبئة المواطنين في المجالات المختلفة وتأكيد الحقوق والدفاع عنها وتحرير المواطنين من كافة القيود ومن ثم تعظيم القدرة علي الإنجاز والتنمية الاجتماعية والاقتصادية التي تستند علي آمال الناس واحتياجاتهم وأحلامهم كأحد المحاولات الخاصة بالتصدي لمشكلات الشباب المكفوفين .
وانطلاقاً من أن المشاركة والتنسيق بين المؤسسات المختلفة يحقق كفاءة وفعالية خدمات الرعاية الاجتماعية بمركز رعاية الطلاب المكفوفين بالجامعة, و لها دور أساسي في استعادة التوازن ومواجهة المشكلات التي يتعرض لها الطالب الكفيف داخلها والتفاعلات المتبادلة بين الطلاب والبيئة المحيطة. ولذلك تحددت مشكلة الدراسة في اهمية تفعيل خدمات الرعاية الاجتماعية المقدمة للطلاب بمركز رعاية المكفوفين بجامعة أسيوط .
ثالثاً: أهمية الدراسة :
1- الاهتمام العالمي بالمعاقين بصفة عامة وذوي الإعاقة البصرية بصفة خاصة .
2- تقديم معلومات مفصلة عن مستوي خدمات الرعاية الاجتماعية المقدمة للطلاب المعاقين بصرياً بجامعة أسيوط من خلال استطلاع رأي الطلاب المعاقين بصرياً والجهات المسئولة عن تقديم خدمات الرعاية الاجتماعية بمركز رعاية المكفوفين بالجامعة .
3- تحديد آراء الطلاب المكفوفين المدمجين في الجامعة حول مدي استفادتهم من خدمات الرعاية الاجتماعية المقدمة أو التي يفترض أن تقدم من مراكز الدعم بالجامعة .
4- وجود الكثير من مراكز رعاية المكفوفين داخل الجامعات علي مستوي جمهورية مصر العربية .
خامساً:أهداف الدراسة:
تسعي الدراسة الحالية إلي تحقيق هدف رئيسي هو:
أولاً:فعالية خدمات الرعاية الاجتماعية المقدمة للطلاب بمركز رعاية المكفوفين بجامعو أسيوط؟
ويتم تحديد ذلك من خلال المؤشرات الاتية:
1-تحديد مستوي الخدمات المقدمة للطلاب المكفوفين.
2-تحديد مستوي الاستمرارية في تقديم الخدمات.
3-تحديد مستوي إشباع الخدمات الاجتماعية لحاجات الطلاب المكفوفين.
4-تحديد اسلوب تقديم الخدمات للطلاب المكفوفين.
ثانياً:تحديد مستوي كفاءة الخدمات في تقديم الرعاية الاجتماعية للطلاب المكفوفين؟ ويتم ذلك من خلال المؤشرات الآتية:
1-تحديد مدي توافر أنواع الخدمات التي يقدمها المركز .
2-تحديد مدي القواعد والمعايير التي تحكم العمل.
3-تحديد مدي توافر الموارد البشرية والمادية والفنية.
4-تحديد مدي توافر أساليب تطوير الخدمات.
ثالثاً:التوصل لتصور مقترح لزيادة فعالية خدمات رعاية الطلاب بمركز رعاية المكفوفين بجامعة أسيوط .
سادساً : تساؤلات الدراسة :
التساؤل الأول :ما فعالية أنواع خدمات الرعاية الاجتماعية للطلاب المكفوفين؟ ويشتمل هذا التساؤل علي مجموعة تساؤلات فرعية وهي كالآتي :
1- ما مستوي أنواع الخدمات المقدمة للطلاب المكفوفين ؟
2- ما مستوي الاستمرارية في تقديم الخدمات ؟
3- ما مستوي اشباع الخدمات الاجتماعية لحاجات الطلاب المكفوفين ؟
5- ما مستوي اسلوب تقديم الخدمات للطلاب المكفوفين ؟
التساؤل الثاني : ما مستوي كفاءة خدمات الرعاية المقدمة للطلاب المكفوفين ؟
ويشتمل هذا التساؤل علي مجموعة تساؤلات فرعية وهي كالآتي :-
1- ما مدي أنواع خدمات الرعاية بالمركز ؟
2- ما مدي القواعد والمعايير في تقديم خدمات الرعاية ؟
3- ما مدي توافر الموارد البشرية والمادية والفنية بالمركز ؟
4- ما مدي أساليب تطوير الخدمات بالمركز ؟
سابعاً : مفاهيم الدراسة :

- منهج الدراسة : منهج المسح الاجتماعي الشامل .

أ- المجال المكاني : مركز رعاية المكفوفين بجامعة أسيوط .
ب - المجال البشري :
1- الطلاب المكفوفين بمركز رعاية المكفوفين بالجامعة بلغ عددهم 56 طالب وطالبة .
2- الاخصائيين الاجتماعيين والعامليين بالمركز حيث بلغ عددهم 60 شخصاً .
جـ - المجال الزمني :
- تم جمع البيانات الخاصة بالتطبيق الميداني خلال الفترة (4/6/2017) حتي (4/2/2018) .
د- أدوات الدراسة :
1- مقياس للطلاب المكفوفين بمركز الرعاية بالجامعة .
2-مقياس للاخصائيين الاجتماعيين والعاملين والمختصيين والمتطوعين حول كفاءة خدمات الرعاية المقدمة للطلاب المكفوفين بالمركز .

نتائج الدراسة :
اسفرت نتائج الدراسة عن النتائج الآتية :
1- أما عن فعالية الخدمات المقدمة للطلاب بمركز رعاية المكفوفين بالجامعة كما يحددها الطلاب وجد أنها تشير إلي أن مستوي فاعلية الخدمات المقدمة للطلاب متوسط .
2- أما عن كفاءة الخدمات المقدمة للطلاب المكفوفين كما يحددها الاخصائين الاجتماعيين والعامليين تشيرإلي أن مستوي كفاءة الخدمات مرتفع .
3- التوصل لتصور مقترح لزيادة فعالية خدمات الرعاية الاجتماعية المقدمة للطلاب بمركز رعاية المكفوفين بجامعة أسيوط .
Summary of the Study
First,the title of the study
The effectiveness of Social Welfare Services provided for The Students of The Blind Center at Assiut University .
Second,the problem of the study
The study problem is almost devoid of a community of having disabilities cost among its citizens,but through my University noticed that there are Blind care center inside the Blind students in a large segment of Egyptian society must be studied .
The category of the blind is no less important in any way than its peers from other groups in society,all of which contribute to development,and the real development is that which starts from the human and ends with the human and there for the interest requires care of the blind and meet his wishes because he is a human first and second citizen.If the social,psychological,educational,health and rehabilitation aspects of the blind have received considerable attention from researchers and scholars, the issue of knowledge of effectiveness and efficiency of these services is still neglected or almost neglected .
With the development of human thought and scientific and technological progress began this group receive social care, guidance and rehabilitation so that they can agree with life and live happily with their capabilities and capabilities , and access to the stage of quality and the conversion of University blind students from the energy wasted to the energy to contribute to a positive role in the production processes so the state is keen to provide all the conditions and possibilities and methods of care and rehabilitation them.
The Blind students in need of special care and miscellaneous services with in the centers of care in Universities and provide appropriate places for training and rehabilitation. Services are provided according to the needs of the blind students, all services are important for the blind student, social services are important for acquiring the different skills of accepting oneself and others and teaching how to become a social worker, and educational services is important to deliver it to the highest scientific degrees, which has the ability to learn and health services is important because it is useful in the work of detection and analysis periodically and the disbursement of compensatory devices if necessary and to bear the costs of the treatment and psychological services that prevent him from falling into trouble and trying to make him a human capable to with stand the pressures and confront crises and rehabilitation services that qualify him to become a person with a character or profession is important to benefit himself and his family and society.
The current developments at the global and Arab levels have focused on the importance of institutions working in the field of disability, including the institution of the University, and established center for the care of the blind within the university as a mechanism to achieve democratic participation and mobilization of citizens from all different fields, asserting rights and defending them and freeing citizens from all restrictions. And thus maximize the ability to achieve social and economic development based on people’s hopes, needs and dreams as one of the special attempts to address the problems of blind youth.
This is because the coordination and coordination between the various institutions achieves efficient and effective social care services at the center for the care of Blind Students in the university have a key role in restoring balance, and face problems faced by the blind student within it and the interactions between students and the surrounding environment. There for the problem of study was determined in’’Effectiveness of social care services provided to Students at the center for the care of the Blind at Assiut University’’ .
Third: The theories that can be relied upon in the general practice of social service with the blind :
1- The theory of social structure .
2- The model of efficiency and effectiveness.
Fourth : The importance of the study :
1- Determining the level of services provided to the blind students .
2- Determining the level of continuity in the provision of services .
3- Determining the level of satisfaction of social services for the needsof blind students .
4- Determining the method of providing services to blind students .
Fifth: Objectives of the study:
1- Determine the availability of types of services provided by the center.
2- Determine the extent of the rules and standards governing the work.
3- Determine the availability of human, material and technical resources.
4- Determine the availabilty of service development methods.
5- To reach a suggested proposal from the perspective of the general practice of Social Work to increase the effectiveness and efficiency of the services of students at the center for the care of the Blind University of Assiut.

The first question : what are the types of welfare services for blind students ? This question includes a set of sub-questions as follows :
1- What is the level of services provided to blind students ?
2- What is the level of continuity in the provision of services ?
3- What is the level of satisfaction of social services for the needs of blind students?
4- What is the level of services delivery for blind students?

Results :
The study revealed the following results :
1- As for the effectiveness of services provided to students at the center for the care of the Blind University as determined by the students found that it indicates that the level of effectiveeness of services for students average .
2- As for the efficiency of services provided to blind students as determined by social and public Workers, it indicates that the level of service efficiency is high .
3- To arrive at a proposed scenario from the perspective of the social service to increase the effectiveness and efficiency of the social welfare services offered to students at the center for Blind care of Assiut University.
