The youth sector is generally considered the real wealth of any society if properly exploited, young people in particular, universities students represent a distinctive and significant group in the youth sector where they contribute to the integration of the construction process in society. Therefore education can effectively make the change in ethics and raise the human moral standard particularly the college students who are in dire need of raise their level of morality and enhancing the ethical principles in them under the modern technological advances. Civil society institutions are from the important Non-systematic institutions which contribute significantly to building the human and

particularly college students as well as preparing them to
contemporary life, and refining the student’s personality, as well as
instilling spiritual Islamic values in his/her sense and conscience, in
addition to deepening and consolidating ethical principles and
ingraining them well in him/herself and his mind in the age of
globalization and the aftermath of Jan 25 revolution associated with
moral breakdown and decline in moral principles in addition
toobserving some objectionable behaviors within the community.
So the youth of the University became in dire need
tobehavioralmoral education provide them with what they can,
through which, maintain the inherent moral values and principles
under thesecontemporary changes.
The Problem of the Study:
The problem of the study comes up through civil society
institutions that are no longer capable of observing its part in raising
University student moral education and making him/ her moral human
being capable of distinguishing (unlike other creatures) between the
wrong and right conduct, and to look mentally to the happenstances of
life to choose from the what to achieve certain objectives, the problem
of current study originated through the risks that the university
studentssuffer from and threatens theirbeing and existence, these risks
are in all areas of life, where indiscipline , moral chaos and lack of
religious commitment spread amongst university youth under the
contemporary global changes.

These changes and challenges let its impact heavily on identity,
beliefs and ideas of our students within universities, in addition to the
technological revolution and what satellite channels and mass media
offer of subversive ideas, incompatible with the values and principles
of Islam the matter which necessitates adherence to the moral
education , its development and enhancement through civil society
institutions within the community to produce a good citizen capable of
upholding the values, customs and traditions of the Islamic society , in
the absence of the ability of the academic institution alone, to guide
and educate college students Morally, nevertheless the participation
of these Community institutions to establish sound ethical principles
in the minds of college students is a must.
Questions of the Study:
The current study problem raises a series of questions as follows:
1- What is the role of moral education in the Egyptian society?
2- What are the roles of civil society institutions in moral education
for university students?
3- What is the role of the University in moral education for its
students?
4- What is the reality of the roles of civil society institutions in moral
education for university students?
5- What is the proposed strategy to activate the roles of civil society
institutions in the realization of moral education for students of
university education?

The Objectives of the Study:
1- Delineating the concept of moral education and its objectives and
functions.
2- Detect the active role of moral education in the Egyptian society.
3- The role of civil society institutions in the realization of moral
education for students of higher education.
4- Knowing the hoped-for role of the university in spreading and
instilling the principles of moral education to its students.
5- Deducing some strengths and weaknesses in the manifestations of
the participation of civil society institutions in strengthening the moral
education of students in higher education.
6- Putting forward strategy for the hoped for role to increase the
effectiveness of some of the roles of civil society institutions in
strengthening the moral education of students in higher education.
Methodology of the Study:
The current study used the ”descriptive approach” because it so
convenient to the nature of the study, in terms of describing,analyzing
of the phenomenon, and to identify the role being played by civil
society institutions in the realization of moral education for the
students of higher education.

The Limits of the Study:
The limits of the current study are as follows:
- Spatial Boundaries :
The current study is limited to students of universities in Egypt,
where we relied on sample size of [700] seven hundred students from
the third and fourth yearin three universities, they are the University of
Almansourah, University of Ain Shamsand Sohag University.
-Thematic Limits:
The current study is limited to addressing some institutions of
civil society i.e. political parties, civil associations and vocational
unions.
-Time Limits:
The Questionnaire has been Applied to University Students in
Egypt in Three Universities :-
El Mansoura University, Ain Shams University and Sohag
University, in the first semester of the academic year 2012/2013.
Tools of the Study :
The current study was limited to the use of the questionnaire
being prepared by the researcher;it has been applied to students of
universities in Egypt to identify, from the reality, onthe roles of civil
society institutions in the development of moral education among
students in university education.

Procedures of the Study:
1- To Answer the First Question:
The researcher monitoredthe scientific literature on moral
education, its concept, goals as well as the manifestations of attention
and the factors affecting them throughreviewing some books, journals
and theses tackled such variables with a degree of analysis.
2- To Answer the Second Question :
The researcher identified the conceptual framework of the
institutions of civil society and monitoring some of the institutions of
civil society (political parties, associations and vocational unions).
3- To Answer the Third Question :
The researcher monitored the scientific literature tackled the
philosophy of University and tertiary education as well as the major
problems impeding the performance of tertiary education through
reviewing some books, conferences , journals and theses that tackled
such variables with a degree of analysis.
4- To Answer the Fourth Question :
The researcher designed a questionnaire in the light of systematic
procedures for the preparation of questionnaires;it has been applied on
a representative sample of students in tertiary education in three
universities within Arab Republic of Egypt, in order to identify the
roles of civil society institutions in moral education for students of
higher education.

5- To Answer the Fifth Question:
The researcher put forward strategy with the aim of activating
civil society institutions in the realization of moral education among
students of university education, then the researcher reviewed some
proposed research relevant to the topic of study.
Summary of the Results of the Field Study;
The results of the application of the questionnaire on a sample of
higher education students in three universities (Ain Shams
University), El Mansoura Universityand SohagUniversity) revealed
the apparent lack in the real roles of civil society institutions in the
realization of moral education for students of university education as
follows:
1. The consensus of members of the total sample of university
education students on the evident shortcomings in the role of political
parties in the realization of moral education for university students and
this is evident in the low number of phrases that came (realized) on
that axis and reflect the views of respondents, where the number of
phrasesthat came realized one phrase vs. (11) eleven phrases (not
realized)
2. The consensus of members of the total sample of university
education students on the apparent lack of the role of civil society
institutions in moral education for students of university education,
and this is evident in the low number of phrases that came realized
