The outstanding management is the one that can achieve quality in the educational work through directing the performance towards specific criteria and standards aiming at achieving a competitive educational level and capacities to deal with the data and variables of the age. The criteria of outstanding management include: clear strategic vision of the education and organizing environment that facilitate the human communication.
The strategic management has restored the real image of the educational leadership role in the minds of the administrators, due to the fact that it has a power of highlighting and diagnosis of strength and weakness points in the educational institutions, whether in its internal or external environment.
United Arab Emirates exerts its efforts to apply the strategic management and studying the extent of the requirements available to be applied in the Ministry of Education.
Secondly: the problem of the study:
Although the Educational departments has all the powers granted to them due to previous decrees, they do not possess the scope for strategic management and its requirements that comply to education vision (2020), some reports indicated deficiency in applying the strategic management in the Ministry of Education.
This indicates the importance of applying the requirements of strategic management due to the deficiency and limitation of defining these requirements that achieve the actual application based on the reality of the strategic management in terms of analyzing the internal and external environment of the Emirates’ community.
from the above mentioned we can form the problem of the study in the main following question:
What are the requirements of the strategic management for the Ministry of Education in the United Arab Emirates?
This, in turn, raises several, other branch questions such as:
1. What is the strategic management in education in terms of its origin, concept, targets, importance, models and requirements of its application?
2. What is the origin and evolution of the strategic management in the Ministry of Education in United Arab Emirates, and its challenges?
3. What is the reality of the strategic management in the Ministry of Education in United Arab Emirates in terms of strength, weakness, opportunities and threats?
4. What is the suggested system for the material and human requirements, targets, technology (inputs), mechanisms (processes), the expected outputs and the relations required for applying the strategic management in United Arab Emirates?
Thirdly: the Importance of the Study:
The importance of the study is represented in:
The theoretical importance:
1. This study can contribute in highlighting the strategic management and its requirements in the Ministry of Education to achieve its implantation in the organizational culture of the educational institutions.
2. It is expected that this study would help in deducing the new studies for the strategic management in the field of education.
3. The previous studies that dealt with the requirements of applying the strategic management in education are scarce.
Applied Importance:
1. This study can be useful in determining the requirements of applying strategic management for the educational leaderships in the Ministry.
2. Increasing the knowledge of the education managers concerning the contributions of strategic management in reforming and developing the education system.
3. Helping educational decision makers in United Arab Emirates to adopt the strategic perspective in educational work and making important strategic decisions.
Fourthly: The Tools of Field Study:
There are several tools for gathering field data such as: questionnaire, observation cards and forms of interviews. In the present study, the researcher has used two tools for gathering information that are: questionnaire and interview.
Fifthly: the Sample of the Study:
The present study sample consists of:
1. Managers (male and female) of the secondary schools.

2. Managers’ assistants (male and female) of the secondary schools.

3. The managers of educational areas (7)
4. Assistant Undersecretaries (6)
5. The manager of the strategic planning management (1)
6. Hence, the total number of the sample is 240 individuals, i.e. the sample of the study is the community of the study in the present study.
Sixthly: the conclusions of the study:
The present study has laid a system suggested for the requirements of applying the strategic management in United Arab Emirates.
Seventhly: the recommendations of the study:
The study has presented the following recommendations:
- Paying attention to disseminating the culture of the strategic management inside the Emirates’ community and inside various educational entities.
- Paying attention to decentralization application in the Ministry of Education due to its flexible performance and good results.
- Supplying the requirements needed for achieving competitive advantage of the strategic management.
Eighthly: The suggested studies:
- The impact of strategic planning in the educational institutions in making educational decision.
- Applying the strategic management in educational departments.
- The impact of strategic thought in setting up the future plans of education.
- Visualizing the proposal of applying the strategic management in pre university educational schools in United Arab Emirates.
