<Summary of the Study I. The study problem: The contemporary world has now witnessed a series of rapid changes in communication and information technology in the context of globalization, which has had a positive impact on the emergence more types of contact and communication between Large electronic Space near the distances between peoples the boundaries have been abolished and interculi-cultures, influenced by a wide audience of Recipients this has helped to set up a new world economic order characterized by liberalization, deregulation and integration between services markets and capital markets. The development of the information technology industry and the ease of communication has made the world a single cosmic village in a virtual world in which it travels throughout the globe in less than a second and for this great electronic change the impact is made on individuals and institutions that are constituents of societies This has prompted the community to accept and adapt to these innovations in order to make use of the benefits they offer in various areas and Egypt as one of the world’s societies a contemporary that has not been far from this technological revolution and has taken advantage of its advantages through great networks and media and as a result of the growing phenomenon of globalization has emerged the concept Social media, which has the participation of all the people’s communities, consists of newspapers, magazines, advertisements, the internet world, social networking and other social media instruments and tools. Social media in open space has begun as an effective means of achieving effective communication between people, through the many services provided by the ease of communication, the speed of transmission of information, news, multimedia, combined and synchronous transport and interaction, and with the beginning of the third elephants, a major shift has begun. Networks, where they have become a means for people to organize and mobilize for protests demanding political change and democracy. This seemed clear during the events in the Arab nation in 2011 from revolutions in which social networks had a clear impact and today we are living in the state stage one media that has eliminated borders, removed dams and reduced distances and crises, history and geography have been virtually eliminated. The human being sees and hears the world at the same time, not only the separation of political boundaries and security dams, but also the elimination of cultural boundaries he intervenes in the psychological characteristics and formation of the convictions and rebuilds them according to the plans of the author of the most influential speech and the most Magic and the most technical control. Also, social media has become a large-scale contributor to the marketing of organizations through a variety of electronic, traditional and modern means, where any organization can shop for itself in an easy, fast and inexpensive way and in the least time its message reaches a large group of society and this seems to be in the means E-social media is an example of Facebook, YouTube, Twitter and Instagram where they are modern, inexpensive and easily manageable applications. II. Relevance of the study: The importance of the study is illustrated by the following: 1. Special importance of social media: A. Global and local attention to social media. B.The effective role of social information in the issues of all societies, in particular the financing of social welfare programs; C. The emergence of the so-called virtual society, which has gained a high rate of communication and made the whole world a small village through which much is met. 2. Particular importance of the civil associations: A. The importance of social media in urging members of society to make a charitable tender; B. The use of a large number of community associations for social media tools; C. Large groups of society continue to work with the Department of Community Associations and their workers through social media tools. 3. Special importance to the financing of social welfare programs: A. weak funding received by associations; B. The emergence of so-called e-finance. C. Poor continuity in the implementation of social welfare programs within the community due to poor funding. 4. Professional and specialized importance: A. Social service as a human vocation that can effectively deal with contemporary societal phenomena and variables such as the virtual community and the media social in terms of modern and old tools of its own and employment in the service of community associations to continue its services and activities. B. The way in which society is organized as one of the methods of social service places great importance on the issue of financing the services and programs of community-based institutions and deals with a broad and larger sector of society that responds to local and global changes. C. Lack of research and studies for those interested in social media at a time when they are growing and developing at the global level to cater for such studies. 5. Particular importance of the researcher: A. Conduct a scientific study on a new phenomenon in society. B. Attempt to provide scientific interpretations of a phenomenon that has become a part of the lives of many members of society who resort to the formation social relations through social media tools and its impact on community associations as part of the local society. C. Formulation of a regulatory framework that contributes to social media associations ’ access to social welfare programs from the perspective of the way in which the community is organized. III. Objectives of the study: The objectives of the study are set out in the following points: This study seeks to achieve the main objective that follows. (Identification of the determinants of community-based social media benefits in the financing of social welfare programs). • The following sub-goals derive from this objective: 1. characterization of the determinants associated with the ability of associations to commercialize themselves through social media. 2. characterization of the associated determinants associated with the availability of the communication and information technology infrastructure in community associations 3. Determining the contribution of social media to the financing of social welfare programs. 4. To identify the difficulties encountered in financing social welfare programs in community associations; 5. Identification of proposals that contribute to the operationalization of social media and the financing of social welfare programs in associations. 6. Formulation of a proposed regulatory framework from the perspective of the way in which the community is organized to activate the determinants of social media access to social welfare programs in Egypt. IV. Questions of study: The questions of study can be identified in the following: The main question is (what are the determinants of social media access to social welfare programs for community associations). 1. What are the determinants of associations ’ ability to advertise, promote and market themselves through social media? 2. What are the associated determinants of the availability of the communication and information technology infrastructure ”social media” in community associations? 3. What is the contribution of social media to the financing of social welfare programs? 4. What are the difficulties in financing social welfare programs in community associations? 5. What are the proposals that contribute to the operationalization of social media funding for social welfare programs in associations? V. Study Concepts: 1. Concept of determinants. 2. The concept of community associations. 3. The concept of social media. 4. Concept of financing. The concept of social welfare programs VI. Methodological procedures for the study: I. Type of study: This study belongs to the descriptive studies. II. Methodology used: The researcher uses the Social Survey curriculum of the quality 1-Comprehensive Social Survey of the community associations in Assiut. 2. Sample Social Survey for members of the Board of Directors of civil society. III. Study TOOLS: The researcher in this study has relied on a questionnaire sheet for the members of the Board of Directors of civil society associations. IV. Areas of study: 1. Space: • Community associations in the city of Assiut. 2. Human space: The human space for this study has been chosen according to the following: Members of the Board of directors and employees of the civil associations and their number (100). 3. Time Area: The field data collection period lasted from 1/4/2016 to 20/5/2016 . IX: Statistical Treatments and methods: This study relied mainly on the use of the statistical package for social sciences in the processing and analysis of data collected by the survey tool for Socio Sciences (SPSS). Descriptive methods are used to describe the characteristics of sample members, extract duplicates, percentages, arithmetic averages, and standard deviations the relative weights of each of the paragraphs of the study, with the aim of determining the level of response by the sample members, as well as the use of the methods Statistically based statistical tests for the purpose of validating and answering the hypotheses of the study, the following are the most important statistical descriptive and evidentiary methods used in processing the data of this study: 1.(frequencies) iterations and percentages ((Percent) that have been used mainly to describe the personal data of the study sample members.
2.(Cronbach’s Alpha) varienbach coefficient to measure persistence in the study tool’s data to measure the consistency of compatibility (Pearson correlation coefficient) of the paragraphs, as well as to test the existence of a relationship between the study variables. 3.(mean) arithmetic average of the paragraphs, dimensions and axes of the study to see how high or low the responses of the study sample are. X. Results of the study: 1. The study showed the traditional media ranked first in a percentage of seminars (90.6%) and the last ranked radio (56.6). 2. The results of the study showed that modern media tools were ranked first by Facebook at a percentage (92.6%) The last rank of the forums came at (56.6) ratio. 3. The study indicated that the human determinants associated with the availability of the ICT infrastructure are ”social media” in the civil societies, the highest percentage of communication with the members of the association came through social media tools (75.3%) , while in the last place, the association’s Working group was trained to use social media in marketing for community associations (69.3%). 4. The study indicated that the financial and material determinants were in the first place the availability of the necessary budget for training (81%). In the last place, the training rooms are available at a rate of 71%. 5. The study showed that structural and organizational determinants were the first to have a team responsible for organizing and coordinating social welfare programs (91%). The last level was the existence of a Department for the use of social media to obtain funding for social welfare programs (69.3). 6. The study showed that the highest percentage of raw materials and project appliances were provided (77.6%) , and in the last place, there has been a 66% increase in the establishment of projects yielding material return. The study showed that the difficulties of social media, ranked first in the lack of a database within the community associations, which received a ratio of 90.6%. , and in the last place, poor marketing of social welfare programs through social media tools (64.3%). 7. The study indicated that the funding difficulties and ranked first in the lack of resources for the implementation of the Assembly’s projects (92.6%) , while in the last place it was difficult to have a stable funding source for social welfare programs (71.3%). 8. The difficulties of the civil associations showed that the first was the lack of feasibility studies for the assembly’s projects (90.6%). , the most recent is the weak coordination between associations, some of which are at a percentage level (64.3%) 9. The study explained the difficulties of social welfare programs, in the first order, the poor marketing by definition of social welfare programs from associations at the highest rate (91.6%.
