This study aims at identify the effectiveness of voluntary Association in the development of human resources and to identify the most important obstacles that limit the effectiveness of these associations in achieving human development.
And for achieving the objectives of the study, the student relies on the use of several scientific methods includs the social survey by the sample, the case study method, in addition to the comparative method.The researcher conductes a comparison between the beneficiaries and non-beneficiaries of the activities of The Association and it is Association of Developing Small and Middle Projects in the city of Beni Suef.
The sample consists of 310 respondents, 220 of whom are beneficiaries of the activities of the Association, in addition to 90 respondents who are not beneficiaries of the activities of the association.The sample is selected using intended or purposive sampling, which is one of the non-random sample.The data needs for this study are collected through several methodological tools such as interview form, analysis of documents and records, direct observation and in-depth interviews.
The results of the study reveals the effectiveness of the Association and its success in achieving its objectives to a large extent.The increase in the efficiency of the association in human resources development is evidenced by investing in education programs, training and skills development, employment and job opportunities, spreading democracy and strengthening political freedom and encouraging beneficiaries to participate.In making decisions on human resources development.
The results of the study also reveals the most important obstacles that limit the effectiveness of the association in achieving its objectives, including administrative and organizational obstacles such as the control of the governmental bodies on the activities of the association, weak experience and administrative skills in the association and the absence of women’s committees.
Financial constraints include lack of support and government funding, weak private sector support, delays of beneficiaries in project loans, The absence of investment of financial resources for the Association, The absence of financial expertise in financial matters, and control weak of financial matters.Among the legislative obstacles: the absence of development of internal regulations of the Assembly and the restrictions imposes by the legislation on civil work.
The study finds that there are some obstacles related to the most important elements of human development, such as education and training, is the delay in the extraction of some certificates for those holding training courses, the lack of courses , educational and training programs, the irregularity of the beneficiaries of the students in training and work in factories, which may expose them to separation from the work
