Abstract

In 2011, Egypt has undergone an abrupt political disturbance, this disturbance affected the housing sector significantly. As the governments were consumed in attempting to control the abrupt political changes, individual and small investors exploited the absence of the governments leading to an increase in the urban sprawl ratio. Statistics indicate that the urban sprawl ratio has doubled since the political turbulences of 2011. Given the huge increase in informal settlements, it still doesn’t provide the supply amount needed to cover the housing deficit.This study attempts to investigate the housing sector changes in Egypt after the political and economic turbulences of 2011. Three case studies were chosen and investigated given the fact that they have been through political and economic turbulences in the past few decades. The analysis of these case studies reveals a number of housing profile elements that detect the housing sector changes after political and economic turbulences. Each country has reformed their housing sector according to a number of reform principles prioritized according to their importance of their application in the reform process in the country after political and economic turbulences.After explicitly stating the housing sector change indicators and the principles required for reforming each change, it has become evident that the housing sector change indicators vary in terms of sensitivity to the meant reform principle. Learned lessons, and deductions resulting from the comparison of the three case studies are to be used in understanding and analyzing the Egyptian situation after 2011. The discussion and analysis of the housing sector changing situation in Egypt after the political and economic turbulences of 2011 results in conducting a list of the housing profile elements that most detects the housing sector changing situation during the preliminary stages of the political turbulences. Also, stating a group of recommendations essential for reforming the housing sector in Egypt in this critical period.
