المستخلص Introduction: --------------- Modern interests in preserving environment increased through reducing usage of available resources, either natural or artificial, for supporting sustainable development from one side and continuity of different developmental programs from the other side, this won’t occur except through inclusion of integrated vision that should be taken into consideration for reducing administrative and nonadministrative decisions. Considering governmental sector having greater portion of these decisions, the study concentrates on demonstrating significance the role of integrated training programs that are held for decision makers in the governmental sector and that this study aims at finding the condition of these with national and strategic projects with environment . Top management section consists of three categories (general manager – undersecretary of state – first undersecretary), every category has its decision level and nature, the study tries to findout that quality of decisions making in governmental sector depends on the extent of integrated training programs when making decisions. Theoretical and practical studies have proved that the decisions which do not take environmental dimensions into consideration often are decisions of bad results and sometimes lead to contrary results, for instance Agrium project experiment which was supposed to be implemented in Ras El-Bar island in Dammitte governorate, as there was a clash with civil community due to not considering environmental studies and non-participation of civil community in previous studies, particularly the environmental ones paving the way for making decisions concerning project. Study Problem: The governmental sector consists of 5 million officials, 1-1.5% of them are competent with the process of making decisions: from here, the research problem begins with the nation that training programs can increase the quality of decision concerning environment and the reservation of resources so, the question becomes: How the decision made by the three levels of management help in utilizing resources and in sustaining development. Also , how to increase the awareness of decision makers to direct the behavior of their subordinates to give more attention to environmental factors. This can be done through integrating the environmental dimension in the training programs offered to those who are working in the public sector . Research Objectives: Research objectives lie in the following inquiries : Are environmental factors taken into consideration when making decisions? Is there an effect of integrated programs on environmental decisions? Does viewing of decision makers who take environmental dimension into account , differ from viewing other ? Does an integrated training program have a role and effect in achieving sustainable development thrugh environmental decision making? Research Significance : This lies in clarifying the following points: - The national tendency of reducing governmental expenditure requires making decisions considering environmental dimensions , as the loses of the economy are clear by not taking environmental dimension into consideration when taking decisions. - The international tendency of international organizations utilizing international systems, such as Al-Gat agreement and applying a system of comprehensive quality in dealing with infrastructure, this shows the importance of integrating environmental dimensions in training programs for decision makers . - Using available resources, natural or unnatural, by reasonable form is one of human development inputs, human resources are the main factor in this development, training is one of human resources development means, awareness for individual is one factor of reasonable exploitation factors for these resources, here is the relatedness of integrated training programs from one side with development awareness from the other side , is a demand not only on administrative unit level but on administrative agency as a whole. Research Hypotheses : --------------------------- The First Hypothesis There is a direct relationship between an integrated training program and quality of environmental decisions. The Second Hypothesis There is a reverse relationship between quality of environmental decisions, and the costs of these decisions. The Third Hypothesis There is a direct relationship between integrated training programs for Top Management, and preserving available resources and the contribution to achieving sustainable development. The Fourth Hypothesis There is a direct relationship between integrated training programs, and skills development for top management section. Research Methodology 1. Research Population : The researcher are concentrated on applying research view on training programs that will be held in training centers, in central agency for organization and administration, considering that data availability about participants, gender, their educational level and occupational graduation, which allow the researcher to use appropriate statistical methods in measuring the proposal of an integrated training program designed to increase the quality of making environmental decisions at top management levels . 2. Research Sample : A sample of workers and Top Management - are be chosen according to their organizational level (general manager – undersecretary of state – first undersecretary of state) from participants in training programs that are held by central agency for those who make environmental decisions at different organizational level . The sample will be representative of all research community categories, participating in training programs. Methods of collecting data : Personal meetings with all subjects to identify a propsed framework for top management, integrated training programs designed according to the type of work of each administrative unit , in order to determine the degree of integration and the effect of this integration on the process of making environmental decisions . Research Limits : These are represented in the following: General Limits : They are the community of higher administration leaders in governmental sector. Type Limits : They are the researcher community represented in the participants in training programs who are concerned with environmental decisions . Spatial Limits : Center of preparing leaders in governmental sector in central agency for organization and administration. Time Limits : Training programs that will be hold for leaders of higher administration in authorized training in 2013 / 2014of central agency of organization and administration. Results and Recommendations: ---------------------------------------- Study results: ---------------- 1 – The study results demonstrate that the proposed training program for a slice of senior management - levels three, leads to leadership development, as well as environmental skills, including the scientific content meaningful for both directions, according to the fourth – hypothesis test of the three levels. 2 –It was proven from the analytical study of the results extracted from the available data that the development of skills in its two proposed programs lead to environmental decision-making, are good (quality environmental decisions appropriate to the topic / decision-position), according to the second hypothesis test of the three levels. 3 - from the outputs of the analytical results and indicators , according to the third hypothesis test , this is an inverse relationship between the quality of environmental decision-making and the cost of these decisions. 4 –It was proved from the output of the analytical study that environmental decisions are made - in light quality has been achieved, and also reducing decision costs and these is a contribution to the Administrative Units . |
