المستخلص
This study sheds light on the popular monitoring on
the local administrative works, This is quite clear for any
supporter that this topic is of special importance, This
importance due to the interaction of the cases that this topic
incites starting with the legal, the political ones including the
administrative, properly organized ones and finally the social
and economic ones, That is why this study was divided into
two parts preceded by preliminary one in which I tried to
discuss the main conceptions and necessary introductions for
this study.
As for the first part it is connected with the popular
monitoring on the local administrative works in the federal
countries in four chapters preceded by preliminary section as
follows:
The preliminary section is considered as an attempt to
anticipate the localities in both the American and Emirate
laws through the study of the structure of the local system
and the style of constituting the local councils in both
countries.
Then in the first chapter I dealt with the monitoring of
the legislation councils on the local administrative, as the
section concentrated on the practiced by the local legislation
that differ from each other according to the state members in
the American union concerned with the local administrative
works. Whereas the second section in an attempt to explain
the situation concerned with the United Arab Emira .
