The purpose of the study is to lay the foundations of economic evaluation and assess the benefits of non-financial for the application of electronic information technology in educational institutions and determine the mechanism for judging the feasibility of economic and non-economic by automating the service carried out by those institutions, so as not to rush a lot of these institutions in the electronic transformation of its services without an economic benefit , and the real social justify the cost. Many educational institutions in Egypt and around the world have realized the tremendous value of technology in the management of the current crisis for a pandemic influenza (H1N1), especially when the decisions to close schools, institutes or temporarily postponed by the study, t has caused a crisis in the absence of nearly 10% of school students around the world, including developed countries. Therefore it was necessary to lay the foundations for the economic evaluation of the application of electronic information technology in educational institutions and determine the mechanism to judge the economic feasibility. And then analyze the cost and benefit as a key element for the economic evaluation of projects as serving as a tool to help in the process of making the right decision to build a ”detailed analysis of the precise elements of the cost and benefit of quantitative and nonquantitative proposed projects.
1-2 - Research problem

The first axis:
The problem of the emergence and spread of epidemics such as (H1N1) are the problems of a sudden, here are asking the following question
Are you allowed to include in the reports and financial statements at a cost of entry application of information technology.Represented in computers and multi-media technology.
The second axis:
- The problem of the difficulty of determining yield after applying the process of introducing information technology in the educational process.
- Must contain a feasibility study on a scale to assess a special non-physical benefits of the project.

The weakness of methods for measuring the cost of short-term and long-term associated with the introduction of technology in institutions during exceptional circumstances sudden.
The fourth axis:
The problem of crises or epidemics that could lead to the demise of the institution stopped permanently or temporarily, which requires the search for effective solutions to prevent the demise of the institution.
1-3 research objectives:
• Develop an accounting framework for environmental costs associated with implementing the introduction of information technology in educational institutions on the application of one of the educational institutions.
• Identify the costs of short-term and long-term associated with the introduction of technology in educational institutions.
• Evaluate the return of the use of information technology in educational institutions.

1-4 - The Importance of Search:

1-5 - research limits:
Given the objective of this research, a statement of the cost and return of the use of information technology in educational facilities and the extent of its contribution to the reduction of transmission of infection when you see the injury and in the case of the spread of epidemics. So use the style of measurement and disclosure of the problem and then evaluate the performance and the presentation of the lists and accounting reports and data preparation statistical and descriptive on one of the educational institutions in the Arab Republic of Egypt.

This study is limited to the Institutes Bukhari Azharian Language in Cairo.

1-6 research hypotheses:
1) The assessment of the cost-benefit of projects represents a comprehensive framework of economic dimensions (physical) and non-dimensional material.
2) that the application of information technology leads to cost reduction in the incidence of epidemic crises.
3) There is a need for non-material relative to the application of information technology in the project from the perspective of the institution.
4) There are significant differences between the need to apply technology (distance education) the period of the spread of epidemics and levels of interactivity in e-learning remote.
5) There are significant differences between the levels of interaction in e-learning and remote turnout in the location of the institute in times of crisis (at the time of the epidemic).
6) There are significant differences between the levels of interaction in e-learning and the extent of student use of the Internet in general.
7) There are significant differences between the levels of interaction in e-learning and the extent of student use of the Internet for educational purposes in particular.
8) There is no statistically significant differences in the views of the students of the Institute about the importance of interaction in online education, on the basis of gender.
1-7 - research method:
Which requires the application of the analytical method Description drawing on references and books, periodicals and messages relevant scientific assessment of cost-benefit and impact on performance evaluation application on one of the languages institutes in Cairo.
In addition to the use of statistical methods that are useful for the field of study and scientific research and knowledge of aspects of the problem to achieve the goals required to search through the results that have been reached with the writing of the most important recommendations in the context of the necessary basic objectives of this study.

The results of the study can be summarized in the following:
As a result of the first hypothesis:
After applying the test ANOVA was the result of the test: F is equal to (1.48) and the value of P is equal to (0.2251), suggesting that there is no statistically significant differences in terms of the views of the students of the Institute about the importance of interaction in online education, on the basis of sex.
As a result the second hypothesis:
After application of test ANOVA was the result of the test: F is equal to (14.42) and the value of P is equal to (0.0000), which indicates the presence of statistically significant differences between the levels of interaction in e-learning remote and rate of participation in the location of the institute in times of crisis (at the time of epidemic).
As a result the third hypothesis:
After applying ANOVA test was the result of the test: F is equal to (14.53) and was equal to the value of P (0.0000), which indicates the presence of statistically significant differences between the need to apply technology (distance education) the period of the spread of epidemics and levels of interactivity in e-learning remote.
As a result of the fourth hypothesis:
After applying ANOVA test was the result of the test: F is equal to (6.58) and was equal to the value of P (0.0003), which indicates the presence of statistically significant differences between the levels of interaction in e-learning and the extent of student use of the Internet in general.
As a result the fifth hypothesis:
After applying ANOVA test was the result of the test: F is equal to (4.36) and was equal to the value of P (0.0057), which indicates the presence of statistically significant differences between the levels of interaction in e-learning and the extent of student use of the Internet for educational purposes.
Based on the results statistically, the study confirms that it is necessary for the application of technology education after a period of epidemics to reduce transmission of infection and maintain the level of academic achievement and underscores also extent of increasing the effectiveness of e-learning remote high rate of participation in the location of the institute in times of crisis (the time of the spread of epidemics especially infectious), which leads to the possibility of the application of experience on an ongoing basis.

3-7 Recommendations:
1) from the previous view , we find that there are several fundamental choices have to be taken into account when considering the yield , cost and risks of electronic projects :
2 ) has to be awareness on the essential points in the project application of electronic technology to those responsible for decision-making on these projects . It should not focus on the yield and the direct financial cost of the project , but must add factors gains in improving the performance and improvement in the satisfaction of the dealers and the improvement in the time of service performance and efficiency.
3 ) the need to apply the technology of e-learning for the period after the spread of epidemics and the importance of interaction in e-learning remotely via the Internet, the continuation of the educational process and the link between students, teachers and parents such as your e -mail and live debates and SMS . Closure in the case of the institution.
4) organizations must recognize the immense value of technology in the management of the current crisis for flu (H1N1) , especially when the decisions to close the educational institutions to temporarily postpone or study them.
5 ) must take care of the educational institutions to supply students educational services of high quality technological limiting transmission among the students in the case of the emergence of a suit infected.
6) has to be considered that the budget required in information technology projects because it has an impact on changes in strategies and management policies - The draft information technology are tools to support and not the assets of an investment in itself , and it must prove that these projects have to do to activate the strategy module The mission and vision as a service .
7) must take into account the risk of the lack of success when developing a budget for projects of electronic technology - and always risks that arise from non-application of the technology .
8) When evaluating the yield of the project has to be taking into account the net income and the total value , and not a decrease in the cost of the project only . Most studies have focused on the lack of cost performance as a result of projects, e-learning , but in fact has to be taken into account improvements in the service of long-term security and privacy in the performance and return on other departments as a result of benefit from the application of e-learning on the performance of this administration . Must not overlook the non-cash return of service when calculating the return on investment , and that take into account the social and environmental returns , and must find ways to measure this quantitatively yield .
9) must take into account the impact of the interactive service to other departments , and must calculate the cost-benefit because private enterprise technology electronic management affects and is affected projects complementary in other departments , but this has to be regarded as the cost and expense of the return of the interrelations between departments .
