First: problem of the study:
Poverty is the most important societal issues and problems of which concerns to the governments and non-governmental organizations specializing in social development, due to its negative impact on a large percentage of the members of the community and as one of the major challenges faced by human development, which need to be addressed quickly
Therefore, the process of poverty reduction has become imperative religious, ethical, social, political, economic necessity on humanity and human summons to combat the roots and causes of poverty and the provision of basic needs of the community and ensure that the poor have access to the sources of production, including lending, education and training
And where it works the social work profession in many rural community institutions primary was or minor in order to enable rural households to meet their social , educational, economic , cultural and environmental needs, through programs, projects and services quality is supposed to be placed in a way a deliberate and well thought out way and ensure greater participation of the rural people in the submission and benefit them to ensure the fairness of the distribution of returns is therefore main role of the profession is to ensure that programs and services and rural social welfare projects, express the interests and needs of the rural community and the privacy of residents
As the way of organizing society one way of social service and associated with inception civil associations and non-governmental organizations which are aimed at achieving social justice and usually take care of the side of vulnerable groups to work on obtaining the rights over the groups with power and influence , through many of the services provided by these associations ( social- economic- educational- health… etc.) and thus became the practitioner community organization has to bear the responsibility for the defense of the rights and needs of poor clients have emerged in the way of organizing society many models of professional practice for the defense of the rights of the poor and enable them to improve their social and economic circumstances for example of these models form of social work and local economic development model and the entrance of sustainable livelihoods as a program to fight poverty and empowerment as an access to strengthen the poor .
So this study was to aims at those services provided by civil associations and their role in the empowerment of the poor in rural communities as one of the vulnerable communities are not able and marginalized ” entitled” Services civil associations and empowerment of the poor in rural communities.
Second: importance of the study:
1 . That poverty is a major impediment to all humanitarian efforts in the community and to the higher rates of growth and economic and social performance as it poses a threat to society stability.
2 . Shed light on the efforts and services that can benefit the poor rural communitiesofassociationsandinstitutions.
3 . Highlighting the empowerment of some civil society organizations in rural communities of the poor in access to basic services necessary to fill and satisfy their daily needs on an ongoing basis.
4 . Importance of empowerment as one of the strategies used by way of organizing society , which is considered an important way to the development of individual and collective skills of the poor and investing their abilities to cope with problems and difficult living conditions .
5 . Egypt is one of the developing countries , which suffer from a high rate of poverty as Egypt took the order number (44) are among the countries with a high poverty rate and a higher proportion of the poor are found in the Egyptian countryside and up to (51%) .
6 . That civil associations play a major role in various human societies through the aid of contemporary health, education and social welfare and benefit tens of millions of poor people and others , necessitating the need to examine the role of these associations in the empowerment of thepoor.
7 . Confirmation map of poverty in Egypt on the concentration of the poor in Upper Egypt where there are (762) village poverty-stricken among 1,000 villages they are the poorest on the level of the Republic, and topping the governorate of Assiut first place in the provinces poorest countries where the percentage of the poor by (61%) of the total overall percentage of poverty in Egypt.
Third: The objectives of the study :
1. Determine the role of civil associations in achieving the empowerment of the poor in rural communities through their associations of these services contribute to satisfy their needs and provide a decent life for themselves and their families.
2. Determine the relationship between the services provided by civil associations and the personal characteristics of the poor beneficiaries of these services and how to satisfy the needs and desires of the poor .
3. Identify ways that contribute to the empowerment of the poor have access to the various services provided by civil associations
4 . Stand on a set of constraints faced by civil associations in providing services to enable poor rural communities.
5 . Arrive at a conception proposal from the perspective of how to organize the community to increase the effectiveness of civil society organizations in their role in the empowerment of various kinds of poor rural community.
Fourth: hypotheses of the study:
Can be determined in the following study hypotheses ”There is a linked relationship with static sign between civil association and empowering the poor in the rural community”.
And there are four branched hypotheses:
1- There is a linked relationship with static sign between civil association and empowering the poor socially in the rural community.
2-There is a linked relationship with static sign between civil association and empowering the poor educationally in the rural community.
3-There is a linked relationship with static sign between civil association and empowering the poor healthily in the rural community.
4- There is a linked relationship with static sign between civil association and empowering the poor economically in the rural community.
Fifth: the concepts of the study:
The study relied on a set of concepts are:
1 - the concept of empowerment.
2 - the concept of Poor’s.
3 - the concept of services.
4 - the concept of NGOs.
5- the concept of rural community.
Sixth: Procedures Methodology:
1 - Type of study: Descriptive study.
2 - The methodology used: Approach was used social survey quality:
- Comprehensive survey of social workers associations of civil
- Social Survey by the sample of poor served by the NGOs
3- Tools of study: The study relied on two types of tools are:
1 - a questionnaire for workers associations of civil
2 - Form inclinometers for a sample of poor’s NGOs
4- Fields of study
a - spatial domain: The study was implemented in three associations were:
- The Association of Emam Ali bin Abi Taleb.
- The Association of civil community development in Alboura.
- Association of civil community development in shoutb.
- Association of civil community development in mousha.
b - human sphere:
- Complete enumeration of workers and the number of civil associations (67)
- Limited by the sample of poor’s and beneficiaries of the association number (244)
c - time domain:
A period in which the researcher has taken both its theoretical and practical, which lasted from 1/11/2013 until 1/2/2014.
5- Processors and statistical methods: The researcher on a set of statistical methods included are:
1- Percentages to calculate the responses of clients and staff associations for simple tables for study
2- Calculate the mean and standard deviation for some personal and social characteristics of a sample survey of employees and customers.
3- weighted frequencies and weighted average so as to arrange the terms for each variable of the form variables form personnel and customers.
4- the relative degree to determine the actual value of the grades obtained by the expressions and variables
5- Law determine the size of the sample
6- Jtman the correlation coefficient to calculate the reliability coefficient form
7- Pearson correlation coefficients to test the hypotheses upon which the study
8- test (t) of the difference between the average
seventh: The results of the study:
1. The study found evidence of the validity of the main hypothesis of the study,” where there is a statistically significant relationship between the services provided by civil associations and between achieving empowerment of the poor in rural communities”.
2. Study results got to many of the proposals that do the services of civil associations in empowering poor rural communities participation of the poor themselves to suggest programs and projects Assembly to provide adequate funding for the Association to facilitate the administrative procedures to obtain services using modern technology in dealing with data and information use of experts and specialists in the implementation of programs and projects (from the perspective of the members of the Board of Directors and staff of civil associations) and participate in the proposal programs and projects of the Assembly, the large number of meetings with the leaders of the People to get to know our needs and our requirements, organization of seminars going on for the poor to make them aware of their rights and duties , strengthening the links between civil society organizations, to facilitate the administrative procedures in I got my services, and other proposals.
3. Results of the study got to many obstacles faced by civil associations in providing services to the poor to enable them in many different areas represented in, the weakness of the material resources of the Assembly and not knowing the poor of the activities and services of the Assembly and not the pursuit of new legislation serve the poor and the lack of preparation and proper education for working civil associations ,(from the perspective of the members of the Board of Directors and staff of civil associations)
4. The study concluded to a suggested scenario to activate the services of civil associations in achieving the empowerment of poor rural community’s from the perspective of how to organize society This scenario includes the following components
