Abstract The purpose of this thesis is to identify different factors that affect evacuation planning, review related research done in the field, study current evacuation plan used by Mansoura city as a case study, and develop a framework for evacuation planning. The proposed framework handles the evacuation process by identifying potential areas, selecting the most suitable destinations for evacuees, and managing the evacuation process in a way that minimize the total evacuation time as possible. The proposed framework introduces a Geographical Information System (GIS) and rough set – based approach for managing evacuation process. The GIS is used to manage evacuation geographical data, to identify desired locations, to control routing functions, and to display results on a map. The rough set theory is used to generate a set of rules that can be used to classify shelters and select suitable shelters on the basis of three factors: distance from the incident location to the shelter, capacity of the shelter, and the availability of life requirements in shelter location. The proposed framework was applied to Mansoura city to enhance the current plan used in evacuation process. The proposed approach was able to increase number of hospitals and shelters that are available in time of the crisis by increasing the selection criteria to 5. For comparative purposes, the proposed framework was applied on a number of 15 simulated cases, and the results shows that the proposed approach was more accurate and effective than the current approach in terms of time and distance. |
