Abstract

In the last decade most countries move towards converting and developing their traditional government into electronic government (e-government) for serving all levels of society by providing all different modern technologies. E-government presents and supports better e-services for their partnerships with care of time factor and easy to use with highly effective and efficient manner in order to suit their life needs. Decision Support Systems (DSS) are computer-based information system for supporting decision makers.
”There is no clear or explicit DSS Framework for e-government”, so the purpose of this thesis is to include an effective DSS inside e-government in order to support decision making process by collecting, analyzing, storing, delivering accurate and timely information to their requesters/e-government partnerships.
This thesis presents a framework for DSS in an integrated e-government platform that called Service Oriented for E-government (SOE) which based on Service Oriented Architecture (SOA) as an interoperability framework. The integrated e-government platform (SOE) provides the transparent government to citizens through e-government portal for various government departments and their e-services. SOE contains three layers called Access layer, e-government and e-business layers. E-business layer contains data layer, application layer, business intelligent layer.
The proposed DSS framework contains four components: (data component, model component, knowledge component, and interface/dialogue component) and their corresponding management systems.
This thesis presented a user interface design for explaining the procedures of the proposed framework.
Two e-services are presented to Egyptian e-government. The first one is e-housing taxes service that is presented to the Ministry of Finance for calculating the housing tax rate.
The second one is e-health fund reduction service which presented to the Ministry of Health. It may reduce the waste money of the ministry and reach to fair redistribution of true fund for Egyptian patients.
Data warehouse concept is used to implement the second e-housing service. A data mart technique is used to construct the ”fact table’ by using star schema as a common multidimensional data modeling to integrate different tables in order to collect, report, analyze the required information for decision makers.
By the using of the integrated SOE; the e-government will be able to orchestrate their systems’ levels in order to increase the flexibility, reliability and availability of e-government decision making.
