Abstract

If the residential spaces are the most important spaces for the human activities
the workspaces are at least its closet competitor. In many countries., both are
considered as a duality. It is surprising that how much time people spend in
offices, only few of them are well designed. The workspaces didn’t take the
appropriate interest perhaps because. for the most part, the design of offices is
beyond the control of the people who use them. therefore, the workspaces’
design in office buildings represents an important factor affecting the overa11
performance of these spaces and the employees working in them. A well
designed workspace should take in consideration the users’ needs functionally,
environmentally and psychologically. At the same time, it should fulfill these
needs with the lowest possible cost without either affecting the workspace
performance or neglecting its elegant aspect. Thus, it is clear that the balance
between the cost and the performance for the office building workspaces design
is very critical and essential. In fact, it needs a great awareness of all factors
included in this process so as to achieve a suitable and sufficient solution. This
requires new approaches for the workspace design, which in turn comes out of an
integrated strategy based on a multi dimensional approach. The goal is to provide
architects and designers with viable and innovative solutions to support the
workspaces and employees’ performance. Many fields can participate in solving
this problem. Among them is Value Engineering (VE). Value Engineering
concept means the study of certain project with certain methodology in order to
attain the highest efficiency and performance with the lowest possible cost,
through eliminating & removing the unnecessary C!)Sts, and at the same time
fulfill the users’ needs for this project. Therefore, the J:wpose of this research is to
present Value Engineering concept as an appropriate approach for solving the
office building problem. The main goal of the research is to establish a
comprehensive view of a strategy that doesn’t consider the cost element alone,
but deals with it as a component of an integrated system that produces a balanced
working environment. Moreover, the research aims to propose a framework
(Value Matrix) in order to help architects achieving a high performance
Workspace with the lowest possible cost without Affecting the needed quality
