Abstract

Conservation and the regeneration development is a prerequisite for achieving improvements in the quality of life in environmentally and culturally sensitive places. Since a historic area is a part of the economic dynamism, it should be able to compete with the rest of the city, it requires the improvement of services, public open spaces and community supported rehabilitation on historical buildings and open spaces. Furthermore, the historical conservation enriches the political, economic, social, cultural and functional aspects of the site.
The thesis is concerned with the task of implementing conservation and urban revitalization of historical areas; this is achieved through: First; examining the literature review of conservation, its goals, values, objectives and the opportunities of restoration or demolition, the advantage of planned conservation, the influence of conservation on the development of the place and the professions needed to make a good preservation project.
Second: Analyzing examples that focus on the conservation of buildings and public open spaces, towards conceiving and implementing a range of truly integrated urban rehabilitation projects. Whether in AI-Darb al-Ahmar street, Cairo, Egypt, Barrington Street, Halifax, Canada, Blackett Street and Quayside, Asheqan wa Arefan, Kabul, Afghanistan, Queen Street West, Toronto, Canada, Souk Al Saghir (Syria) 2003 and Souk el-hout, Hafsia Quarter, Medina of Tunis, Tunisia. Thus to create a self supporting contextual framework, not only in the physical terms, but also in the social, economic and institutional terms, in order to be used as a criteria in analyzing the case study of wakalet el Lemon street which is located in the Turkish town of Alexandria, Egypt, as this area is the core of the touristic city and represent the historical identity of the city and this street is one of the most potent public places for social activities to occur, and the most effective elements in linking separate entities.
The main aim of the thesis is to analyze the existing situation of the street thus to be able to identify the problems and to conclude recommendations to sustain the rehabilitation of the historical buildings and strengthen the cultural and historical identity of the street and to apply a planned conservation that depends upon making an inspection and report at regular intervals on all items of cultural property, recording the visible defects factually, in order to diagnose the causes of decay and propose an effective cure that involves only the minimum intervention.
Key words: Planned Conservation, Rehabilitation, Restoration, Demolition and Reuse.
