School administration is considered the smallest administrative unit of the educational system because it carries out the educational policy with its aims and objectives and it is the direct element of the educational system facing society. School administration is found in cities and villages i.e. rural and urban districts. It deals daily with different social sects as families enroll their sons at institutions and they are sure that what is done inside these institutions is for the welfare of their sons in the present and future and for the welfare of the society that aims at preserving its factors and developing its requirements by raising its sons in a way that leads to progress.
The importance of school administration springs from that of school and its role to develop the pupil knowledgeably, spiritually, intellectually and physically and to save opportunities for him to acquire experiences. So the system which the school follows to be run and administered by the school principal is considered an important basis for the school to achieve its aims and carry out its social duties and responsibilities.
The recent years have witnessed a new tendency towards modernization and adoption of advanced systems of school administration as it is considered the corner stone of the educational process. It determines the features and way before school workers to achieve a joint aim at a limited time. It is responsible for setting the a means to revise and follow action and change organizations and activities so that the targeted aims can be achieved.
School administration aiming at achieving its targets depends on orienting the efforts done by the school principal in co-operation with teachers and administration members to achieve certain educational aims and exploit the different available resources well.
The school principal is generally considered one of the elements of administration. Some people think that his job is the most important and dangerous one as he exerts great efforts, but it is effective as it offers services to the country and rewards him with ever – lasting pride.
The element of time is considered one of the resources on which the successful school principal has to concentrate his efforts in order to exploit it in the best way especially as this element (time) is considered one of the fixed elements which cannot be increased.
What increases the importance of the element of time and the necessity of its investment in the best way is that it is available and inexpensive. If it is wasted or misused, it will be very expensive. It dose not need financial support or orientation to subside it. It is fixed and renewable at the same time, but it inevitably needs “an administration” that determines, invests, divides, uses, rationalizes and increases its effectiveness in a way that is reflected in the development of the school efficiency and effectiveness.
The topic of time management as a modern conception in the field of administration gains a great interest. It is considered one of the elements that are concerned with the contemporary variables that the world is witnessing today. The most distinguished of which is the knowledgeable and technological development which is accompanied by a revolution of information and communication that have developed to a great extent the conceptions of time, place and material and cancelled their limitations and obstructions.
As a result of the position of the school principal and the change of his role due to the change of that school administration, the responsibilities and duties of the school principal have varied and multiplied in order to meet the requirements of this role and these responsibilities and duties which are either social or administrative. This variety of responsibilities and duties forces the school principal to make a balance between these different sides and fields so that he can be more effective in achieving the promising educational targets.
This will not be achieved except through time balance. Hence, adopting the scientific method emerges in handling and dealing with time i.e. managing it as we do with the other resources that are owned by school. As a result, time management becomes one of the important applications in the field of basic education school administration.
So, the effective school principal should use his skills, abilities and experiences in the application of the scientific bases of time management in order to achieve a balance among his different responsibilities.
The Study Problem:
Time and its disorganization is one of the serious problems which school administration, especially basic education schools in Egypt, is suffering from. Because of the multiplicity of school responsibilities and the change of variables which are used to divide them, the school cannot perform these are some responsibilities. Hence, setting a perception to rationalize and invest time is considered one of the topics worthy of study so that basic education school administration can exploit the scholastic day well and invest it to perform its responsibilities.
The Study Questions:
The study problem can be formulated in the main following question:
What is the extent of time investment at basic education schools in Egypt?
To answer this question, it can be put into sub-questions as follows:
1- What is time management and its importance to school administration members at basic education school in Egypt?
2- What are the principles and different kinds of time management and what are the most important results of using them in the field of school administration?
3- What are the modern models of time management and their in developing the performance administration members role in the field of school administration?
4- What is the present situation of time management and its fields at basic education schools in Egypt?
