Highlights the importance of systematic and scientific study of the current through the following reasons:
1 - reached many of the studies and there are many shortcomings in the performance appraisal systems, and to the low level of job satisfaction and satisfaction with performance appraisal systems in the government sector, and therefore that the study the current step to identify the shortcomings affecting the realization justice and the effectiveness of the performance appraisal system, and present a proposal to help improve the process of assessing the performance of employees.
2 - The majority of studies on the importance of developing performance appraisal systems staff to improve motivation and productivity of workers, especially with the growing importance of the role of human resources in achieving the effectiveness of college organizations, and the need to identify the contributions of human resources in achieving the goals of the organizations, but these studies did not focus on poll sample of the study in the areas of the proposed development until the recommendations are practical, achievable and what is the focus of the current study.
3 - Evaluating the performance of employees of issues management which has seen increasing attention in recent times in light of shifts in the traditional activities of the functions of human resources to fit with the constant changes in the business environment, there is growing interest in the strategic role of HR functions as a fundamental pillar in the formulation and implementation of the strategy of organizations, which emphasizes the importance of conducting further studies to develop systems of employee performance evaluation.
4 - with the growing trend to focus on value-added strategy and competition and control cost increases need to adjust the performance and activities and human resources programs, bringing the evaluate the performance of human resources of the most important priorities of organizations, and will increase this importance in the future to increase the continuing need to maximize the benefit of human resources (Greer, 2001: 300).
5 - The performance appraisal process is a complex process because it involves the dimensions and multiple items of which is the regulatory framework, including what is a social and knowledge and my position and other dimensions (Star, 2004: 236) and confirmed the need for many of the studies in the development of systems for evaluating the performance of employees, and confirms (Mitchell, 1989: 76) at that, regardless of whether the performance appraisal system desirable or undesirable by the workers must be aware that the system is an essential part of the incentive system in the vicinity of the work, and be given increasing attention to the development of the system constantly
