Abstract

It is the continuous. controversy ove.LEgypt’sproblem of population growth, and its direc~ relation to our recent economic decline, that gave me the initiative to try and arrive at an alternative to the traditional axis of development: the Nile Valley. By creating new axes for development that will eventually reduce the rising population pressure in the Nile Valley and Delta, thus influencing the volume of our economic abilities, by diversifying the use of available resources and potentials.
Our deserts offer the only possible dimension for social and economic expansion, without which we are trapped in the fearful discrepancy between the ratio of people, land and food. By developing productive desert communities, the balance between land, people and economic potentials may be achieved.
Therefore, our national goal should be developing the deserts of Egypt rather than its being only an issue in the National Policy. It should take precedence in the national priorities, evolving from a broader vision of the people’s hopes for a better future.
This study aims at setting a methodology to the development of desert communities, as a whole integrated system - dealing with this issue from the angle of creating an alternative axis for growth to the Nile Valley. The New Valley zone, being a typical desert area, is the area on which this research is focused. An attempt to approach its development as a productive entity, with the objective of rendering it into a nucleus for further future economic development in the Western Desert, is the core of this thesis.

characteristics of desert areas are discussed and their related constraining factors. Also, experiences in desert development from different countries are outlined, where guidelines are drawn out, aiding future similar local policies.
. The process of setting an approach to developing desert
