Abstract

Decision-making is a complicated act due to its political , social, economical, and s- vironmental depths. Urban Transportation Planning is one of the ingredient of cities :mprehensive plans, requiring sensitivity while undertaking any decisions.
Decision-making needs time, financial sources, and experience. Solving always es problems such as congestion, pollution, and other related problems, doesn’t need building new roads and/or parking lots.
The planning process is a logical process which can be applied to any discipline but the differences are shown in the tools used to solve a specific problem according to its discipline’s root.
1.1 Decision-making and new development:
Decision-makers face everywhere a daily problem; undertaking a decision for a new development. They have to decide; which activities will be allowed, size and density of such activities.
Identifying these activities and their sizes is very difficult because of the impacts on the society, environment, and individuals both positive or negative.
Quick Response Analysis Techniques can be used as a tool for planners to replicate and convey real and predicted situations. That process could be undertaken through computer software packages to depict an accurate image for real and predicted situations. The Quick Response System (QRS) will be discussed later in chapter one in part 11, and 12.
2. APPROACH OF THE RESEARCH:
The approach toward urban transportation planning presented in this :;issertation is different from the traditional transportation planning process which envision a comprehensive and complete ” plan ” as the major product of the process. rather, the approach recognizes that, to be effective, planning must be an integral part
the decision-maker process. The product of planning can be any form of
-mmunication with decision makers that provides useful information in identifying
.ernative actions and selecting among them.
This Dissertation as a decision-making approach to urban transportation
inning wilt focus on information needs of decision-makers and will recognize the :”,en limited capability of individuals not familiar with technical analysis to interpret the –’ormation that is produced.
