The traditional approach establishing maintenance needs in many highway agencies and municipalities relies on visual inspection of road conditions. In many cases maintenance activities are perfom1ed as a result of user complaints. This type of maintenance practice leads to inefficient and random way of spending maintenance budgets, therefore, it is much wiser to start with a simple system of maintenance decisions that suits the essential current needs of an agency.
This study is done with the aim of making a full analytical study for some of the maintenance management decision systems, which could support the pavement maintenance and rehabilitation needs (M&R). In order to assist the decision-maker to be able to identify and confirm the best M&R decision for the road, an analysis of the compatibility between the studied methods has been performed to show how they could confirm each other.
For the Egyptian needs, in this thesis, the studied pavement management systems are: the Pavement Condition Index (PCI) Method and the Maintenance Unit (MU) Method.
The Pavement Condition Index (PCI) is a numerical indicator used for rating pavement condition. It measures the pavement structural integrity and surface operational condition.
The Maintenance Unit (MU) Method is a new simple manual method constructed to identify the recommended maintenance action in a simple and quick manner without calculating the PCI value depending on the densities of the localized maintenance.
As the value of the PCI does not represent the actual condition of the pavement in some cases due to neglecting the localization of the distresses, this study developed a proposed additional sheet for the PCI Method designated as the Localization Report which includes the implementation of the distress localization effect.
In addition, this study added the necessary modification for the PCI procedures to overcome the problem of the Corrected Deduct Value (C.D.V) ,that could give illogic M&R decisions in some cases.
Furthermore, according to the cost estimation, a proposed optimum formula for the alternative of the reconstruction decision for the road has been developed within this thesis.
A case study ( El Hamam - Alam Nayel ) was used as an application for the previous items to illustrate the practical analysis of them.
The research showed some sort of compatibility between the PCI and MU methods supporting the recommended M&R decisions. However, the PCI method after the modification for its procedures is recommended to be used for determining the Maintenance arid Rehabilitation (M&R) decisions much more than the MU method which gives random decisions in some cases and needs to be submitted to more studies to take into consideration the distresses having densities =< 5
Additionally, this research showed a 56% reduction in the maintenance cost after applying the developed Localization Report on the same sections.
